Research On Government Purchase Of Public Sports Service

Government's purchase of public sports services can promote the government and sports administrative departments to change their management of sports.Government's purchase of public services is a self-revolution,which changes its function,development mode and cultivate the main part of the market.The government can free itself from the complex service affairs,and social organizations can get more opportunities for development.The government and social organizations have their places,and show their ability to promote the development of various types of social sports organizations in order to meet the needs of various people.Based on empirical research on the Ningde city government purchase of group events service,this paper applies the methods of literature review,interview and case analysis to analyze the purchase subject,content and mode from the concept of purchasing public sports service,and points out its problems,and in the end,puts forward the corresponding countermeasures and suggestions.Taking the government purchase of public sports services as a subject,this paper aims to give some suggestions,and then improve the government purchase of public sports service in the third-tier cities.This paper comes to the following conclusions:First of all,the motivation and meaning of purchase behavior.Speed up the transformation of government functions,promote the transformation of sports management methods;reduce the cost of providing public sports services,make up for the lack of government supply in quantity and other aspects;improve the quality of public sports services,and effectively promote the development of social sports organizations.The government purchase behavior can effectively meet the public demand for sports services,which is the starting point and foothold of government behavior.The main reason for purchase:current government supply of mass service can't satisfy public real demand;government's traditional public sports service supply model can't fit to the new development of society.Secondly,the current situation of Ningde municipal government purchase.The main body of purchase is Ningde City Sports Bureau,the main body of service individual sports associations,which has been registered,the purchase mode is independent relative non-competitive procedures commissioned purchase model,and implementation way is"contract outsourcing" form.At present government has bought service of various sports events like the ball,soccer,badminton,tennis,fishing,bridge,biking,mountaineering,square dancing,sports dancing,golf,chess and so on.The main body to evaluate and supervise the service is the Sports Bureau.Thirdly,the main problems and corresponding countermeasures of Ningde city government purchase of group event service.The government purchase of group sports service is single,the main body who undertakes the service lacks of diversity;relevant purchase procedures and regulations lack of integrality and and normalization;government supervision and evaluation mechanism is imperfect.It is suggested that the competition bidding mechanism should be introduced to promote the diversification of the purchase model of sports service.The government and the social organization should establish trust system,laws and regulations.The government should diversify the service suppliers to promote the development of social sports organizations and complete the supervision and evaluation mechanism in order to improve the quality of purchase services,such as introducing third-party evaluation and management system.
