Shaanxi province is gradually increasing the investment and management of scientific research funds in universities,but for the time being,financial research funds still show"rigid" management characteristics.The scientific research fund management is not enough to communicate with the responsible departments,lack of trust in scientific research personnel,insufficient manpower compensation,complicated expense reimbursement procedures,low utilization rate of surplus funds,and frustrated scientific researchers' active initiative,resulting in low satisfaction of scientific researchers and no promotion of scientific staff performance.This topic research will be based on the flexible management idea,people-oriented,fully considering the main factors of scientific research personnel,and to give researchers enough research space by flexible management financial funding,arouse the initiative and creativity of scientific research personnel,and activate scientific research personnel of scientific research,to increase scientific research personnel satisfaction,it has important practical significance for the improvement of scientific research personnel performance.Paper through the questionnaire survey in shaanxi province in the form of financial research at present management status,on the basis of the present situation of extraction of "rigid management" major problems,think that there are strong administrative interference,poor flexibility,lack of autonomy,scientific research funds for four questions difficulties,investigate its reason,mainly is the scientific research administrative system,and lack of internal control is too rigid,elastic,financial management process in scientific research personnel enthusiasm is not high,performance improves.Based on this research demonstrates the shaanxi province government,the necessity of flexible management,through a large number of literature,based on the incentive theory and the theory of flexible management,selection can affect the performance improvement of scientific research personnel of the antecedent and intermediate variables,constructs the theoretical model,put forward the research hypothesis,based on the assumption of reliability and validity of the questionnaire data analysis,the results show that the reliability and validity of this questionnaire is good,suitable for factor analysis,finally,structure equation model concluded that through the flexible management finance research budget,internal control to improve the scientific research personnel performance and final accounts.According to the conclusions,it is suggested that we should first strengthen the awareness of financial research funding flexibility management,improve the management budget of scientific research funds,establish an information-based budget platform,clarify the responsibilities of various departments,strengthen the cooperation and exchange between departments,and improve the efficiency of internal control management.To ensure the symmetry of information between various departments,targeted by the construction of scientific research funds performance appraisal mechanism,improve scientific research staff satisfaction,and enhance scientific research personnel performance.
