Research On The Management System Of Scientific Research Funds In Local Universities

Science and technology create the productivity,embody the rich and power as a country.In the context of limited funds and economic normalization,how to deepen reform and improve the efficiency of the use of funds is an urgent problem faced by management.Through the comparative analysis of the investment data of the research funds with the foreign universities,the scientific research funds in China have been greatly invested,but the output lag behind.The use efficiency of scientific research funds has the characteristics of declining.What are the causes and problems appearing this phenomenon,and what is the root cause? How can we improve efficiency?From the perspective of scientific research management,there exit some problems,as of the backward financial accounting analysis system,the lag of valuable financial information,the unscientific indirect cost amortization;the unreasonable allocation of scientific research funds,old-fashioned idea of the distribution,weak process management,and the lack of dynamic optimization management that lead to funding efficiency evaluation system missing,the evaluation method not accurate.The reasons behind these problems are from the economic management system,the mechanism,and the management ideology.On the management of the organizational system,there is a management of poor communication between the administrative parts,and there is no financial analysis,evaluation of the organizational system.At the mechanism level,there is a lack of effective information disclosure mechanism,accountabilitymechanism,income distribution mechanism and evaluation and assessment mechanism.From the management awareness,scientific research management awareness is weak,ignoring the process of management and target management,the use of scientific research funding is less supervised,not putting enough importance on scientific research activities as a particular feature of innovation.For the reasons,the local university management needs consideration in the system construction,stand high,see far,with a global awareness,balance the rights and responsibilities of managers or departments.Advancing ideology with the times,universities should promote reform of the value of knowledge Oriented distribution.On the side of financial management,they should regulate and establish scientific research funding accounting system,reform the current incompatible mechanism and system.On the basis of the establishment of the financial accounting system,the manager should make full use of financial data,tap the value of information,and establish an efficiency evaluation system of scientific research funding.
