A Research On The Implication Of Education Aid Policy For Poor Students In University

There has been a group of poor students,who have difficulty attending university due to family's poverty,since universities practiced charge system in 1985.In response to this problem,our country introduced a series of education aid policy,under which most poor students received higher education.With the rapid development of economy,there are more employment opportunities now and therefore the differences between poverty and non-poverty family are gradually decreased.Moreover,the scope of education aid is expanded.The controversy appears when it comes to choose what kind of students to aid in university,thus fairness in the implementation of education aid policy becomes a prominent problem.The fairness is mainly manifested in aid and education aspects.Actually,the starting point of the policy is to benefit people,but the problems arising in implementation,for example,some poor students are lack of awareness of credit and gratitude,affect the effect of education aid policy.Therefore,the present research thoroughly investigates and analyzes the present situation of implementation of education aid policy taking three universities in Harbin,Heilongjiang province as research object.The whole thesis is arranged into the following four parts.The first part presents a general introduction to the thesis,which mainly clarifies the origin of research questions,the purpose as well as the significance of the research.Related researches on education aid policy both at home and abroad are summarized in the form of literature review.The second part is concerned with field investigation and analysis on present situation of the implementation of education aid policy.The implementation of education aid policy in universities in Harbin is mainly presented from three aspects,namely basic information of universities interviewed and their students,situation of policy implementation and that of students who are aided.The third part points out four aspects of problems in the implementation of education aid policy based on the investigation and analysis.The first one is the identification of poor students.The second one is the implementation done by universities.The third one is students themselves.The fourth one is the impact of badconditions in society.Therefore,the present research assumes that the main causes of these problems have more to do with four factors.They embrace the students' slackness caused by time extension of loan and repayment,the social environment's effect on the development of education aid,universities' emphasizing release of funds but lacking of later supervision,the students' not cherishing free aid fund.The fourth part deals with the countermeasures and proposals to improve the implementation of education aid policy in university education,which are put forward from three levels.The government should attach great importance to aid work.The universities should focus on the effect of implementation of education aid policy.The students should strengthen their abilities to help themselves.The thesis holds that the implementation of education aid policy is of great importance for poor students to receive education and promote their development.The government should play its leading role in attaching importance to aid work and increasing accurate aid to poor students.Students' self-reliance has a significant impact on getting rid of poverty.External aid of country and universities merely alleviate temporary economic pressure.Students themselves need spare no effort in how to learn skills and changing poverty.Therefore,relevant departments should attach great importance to supervision of policy implementation and universities should implement the policy responsibly to ease students' worries of attending university.Only through combined efforts of government,universities and students themselves,can the implementation of education aid policy be optimized.
