The subsidy policy of secondary vocational education is the main force to realize precise poverty alleviation and get rid of poverty in the new period.In the 13th five-year Plan for the Development of National Education,in January 2017,China clearly put forward for the first time "realizing full coverage of financial aid for poor students in secondary vocational schools and helping education out of poverty." at present,under the decision-making deployment of "precise poverty alleviation through education." The funding policy for secondary vocational education has been paid more and more attention and support by the state policy.In 2014,in the decision of the State Council on speeding up the Development of Modern Vocational Education,it was proposed to improve the funding system.Establishing a standardized,efficient,accurate and effective State funding Policy for Vocational Education.Therefore,the study of the implementation of the subsidy policy for poor students in secondary vocational schools,is rnot only helpful to enrich the theory of its subsidy policy and improve the effectiveness of the implementation of the subsidy policy for secondary vocational education,but it is also helpful to the implementation of precise subsidy.We will help alleviate poverty and better achieve "accurate funding for education."This study takes the implementation of the subsidy policy for poor students in secondary vocational schools as the breakthrough point,Xi'an x x secondary vocational schools as a case study,using questionnaire survey,literature analysis,interviews,case studies,based on Smith's policy implementation theory,this paper studies and analyzes the problems,causes and countermeasures in the process of secondary vocational school funding policy implementation from four dimensions:idealized policy,policy implementing agency,target group and policy environment.First of all,this research combines questionnaire survey,interview method with the"Secondary Vocational School questionnaire for Poor students," and the investigation is carried out from four dimensions:idealized policy system,satisfaction of funding policy implementing agencies,feelings of target groups in the process of funding policy implementation and policy environment evaluation.The research shows that the system of financial aid policy for poor students in Xi'an x x secondary vocational schools is not perfect;the effective operation of the financial aid policy is lack of norms;the identification mechanism of poor students is not perfect and the funding environment needs to be optimized and so on.Secondly,based on Smith's policy implementation theory,this paper makes a comprehensive analysis of the reasons for these problems.firstly,the system of subsidy policy for poor students in secondary vocational schools is not perfect,mainly because of the lack of integration and optimization of award.assistance,exemption and attendance system;The discontinuity of the funding policy system and the related disciplinary mechanism are not perfect,the second is the lack of norms for the effective operation of the subsidy policy for poor students in secondary vocational schools,mainly the lack of publicity of the funding policy;The third is that the identification mechanism of poor students is not perfect,mainly because of the low accuracy of poor students' identification and the single function of financial aid.Fourthly,the financial aid environment for poor students in secondary vocational schools needs to be optimized,mainly the lack of paid resources in the school,the lack of participation of social forces and the lack of funds;Finally,the countermeasures to improve the implementation of the subsidy policy for poor students in secondary vocational schools will be demonstrated:first of all,to improve the scientific rationality and continuity of the subsidy policy system,reasonably distribute various funding methods,maximize the effect of subsidy,strengthen the construction of the subsidy policy system and perfect the policy supervision mechanism;The second method is to enhance the effectiveness of the policy implementation of secondary vocational schools,increasing the intensity of policy publicity,improving the supervision and management in the process of funding,improving the level of standardized management of funding,and strengthening the feedback mechanism of the funding process;The third is to improve the identification mechanism,value orientation of poor students in secondary vocational schools,and optimize the policy function;Fourthly,creating a healthy and favorable policy environment for secondary vocational schools,optimize the paid funding system,increase the intensity of funding,and encourage the active participation of social forces.
