Vocational education institutions as China's key units, over the years, poor students in vocational policy is also poor students funded national policy important one, designed to help poor families junior high school graduates to complete their studies, which is our vocational and technical education duty. Throughout the course of development of vocational education in Hainan Province, the pace of development is very rapid, and gradually perfecting. In recent years, Hainan Province to form a variety of vocational education state grants include funding policy, national policy of free tuition, school scholarships, work and study, school tuition waivers and other combined funding system,the system benefited thousands of students improve the overall quality. This is not only related to the student to receive vocational education, but also related to the implementation of the national agriculture policy.From fund research on poor students in secondary vocational schools, adopting questionnaire and some interviews to explore and expound the implementation of Hainan Province and vocational education funding policy, and in-depth analysis of the existing problems,suggestions and comments in order to achieve the purpose of Hainan Province to enhance and improve the level of poor students funded implementation of the policy. In this study, mainly from the following aspects to elaborate:The first part of this thesis includes research meaning, purpose and literature review,research methodology.The second part is the development process of poor students in vocational policy in our country, it is reviewed to literature research as the main research method, in chronological order of this sort, and Hainan provinces funding policy for Poor Students to elaborate.The third part is an important part of the text, by designing the questionnaire and questionnaires, survey questionnaire, including students of North Hainan, China, South three regions 20 vocational colleges. Survey results show that Hainan Province level poor students exist in the implementation of policies that promote the process is not in place,delayed payment of grants, internships and other opportunities too few a number of reasons,and even appeared in parts of the intangible factors school students' mental health problems and so on.The fourth part of the reason there is a problem of poor students in vocational schools funding process Hainan provinces, respectively, from government departments, vocational schools, poor students in secondary vocational three angles for analysis.The fifth part of the fourth part of the inheritance conclusion, and thus combined with government departments, vocational schools, poor students three aspects of funding policy advice and recommendations.The sixth part is the conclusion.
