Vocational Education plays an important role in the modern national education system. Vocational college teachers' quality directly determines the quality of vocational education. Performance evaluation of vocational college teachers is an important part of human resource management and is the way of enhancing the teacher team construction. The scientific and reasonable way of performance evaluation is not only the foundation and evidence of the teachers' promotion, training, employment and reward punishment so that make the management simple and efficiency, but also it can be help for mobilizing the enthusiasm and creativity of teachers, promoting teachers to improve their teaching, scientific research level and work efficiency in order to improve the overall quality of teachers.Based on the research into the current problems existing in the evaluation and real situation of the development of higher vocational college, according to the characters and background of it, the thesis deeply analyses the evaluation situation and design the teacher evaluation system of higher vocational collegesfirstly, the thesis points out the background and purpose of carrying on the teachers' evaluation. Secondly, based on the object-oriented software engineering and the investigation and analysis of user needs, thesis makes the clear goal of the overall design of the teacher evaluation system in higher vocational colleges, targeted proposes system solutions and brief introduction to the related technology used in development of the system. on the basis of sufficient demand analyses and using Java and Flex development languages, MySQL database development, the thesis design the staff performance appraisal management system which mainly includes basic data management, teaching evaluation, teaching and scientific research achievements, the collective activities of examination, subjective evaluation and data aggregation, and other functions.
