Every year,China suffers from a large number of natural disasters,which have serious negative impact on national economy and life property safety of people.Although emergency satellite communication has already been put into service,there are obvious disadvantages such as high technical requirements on managerial personnel in the traditional satellite communication,tardy recovery for channel resource,network management message loss due to the centralized utilization satellite station,inflexible IP access,etc.In the light of above,research on satellite communication which includes network management,data transmission,adjustment of resource and unified network management has become the focus of emergency satellite communication.This paper introduces characteristics of satellite communication system networking from the traditional satellite communication,and then further discusses emergency satellite communication system from satellite communication demands;and finally confirms the emergency satellite communication system and carries out a new design of emergency satellite communication system structure and network management channel.Based on the further research of current emergency satellite communication system and demands,this paper mainly completes the following innovative research results:1.Upon a detailed study on the earth-station resources and unified network management,the author puts forward three-layer network management architecture on satellite network management and based on the above,the author designs the station monitor technology based on topology-monitor and equipment modeling.In this paper,the author also optimizes the station network status management,provides the unified management planning for earth-station and service network,solves difficulties of complicated network management and high requirements on emergency satellite communication.2.To solve the problem of inefficient resource caused by non-standard utilization of emergency service,the author designs a new algorithm of resource adjustment based on analysis of power,frequency and time and provides a feasible control mode of transmission link to ensure an efficient and reliable use of emergency satellite communication system.3.Upon a further study on optimized network transmission,the author provides a new strategy based on queue process schedule and flow control technology.By using the combination of flow control and cache mechanism in network-control,the system meets the demands of high reliable and low-latency of control message transmission.4.The technology of multi-service access of satellite communication system,which include IP access,data acceleration,IP compress,QOS is used for emergency satellite communication system to provide a solution for multiple-access on satellite communication.Finally,a set of demonstration system of emergency satellite communication based on Ku-band is built which is already tested and verified.It supports unified management planning for earth-station,service network and dynamic policy of resources allocation for multiple IP Services such as data,voice,and video.This paper has the following innovations: flexible networking,low-latency,high reliability,strong practicability,and practical applicability,and can be widely used in more fields.
