Chengdu Hydroelectric Investigation&Design Institute of SPC (in the following, it is short for CHIDI)is the intelligence-densed enterprise which undertakes the survey and design of the hydraulic and hydro-power engineering. In2003, the institute made its development strategy, implementing it according to the strategy. Benefiting from the prime time of the fast development of the hydropower, its operating income increase stably, the trend of the development generally good, however, in contrast to the strategic planning, there is deviation between the vested strategic aim and outcome. In2008, the earthquake in Wenchuan and the international financial crisis and other unforeseeable elements have far-reaching influence on this corporation, it also left some time and space to do the business layout for the institute. At present, CHIDI begins to take on the look of the combination of survey and design, project general contract and investment.In March of2011, the State Council authorized the scheme of "the reform of separation of main assistant in the electrified wire netting, electric power design and the recombination of construction intergration". Our country implements the reform of separation of main assistant in the electrified wire netting, electric power design and the recombination of construction integration, and establish the two comprehensive electric power construction group company which mainly undertake the project general contract, design, construction and building. Hydrochina Corporation will be recombined, which makes the internal and external environment fronted by the CHIDI change a lot, the former planned strategy face great challenge, as a result, it is very urgent to examine and regulate the development strategy of CHIDI again.The paper objectively analyses the external environment of CHIDI, and profoundly analyses the internal resource ability of CHIDI, clears about our own strength and weakness and the opportunities and challenges faced with our development of our company. We also set the strategic development aim for the following ten years, and make the development strategy of CHIDI, pointing out the direction for the future of the company.In addition to the preface and the research conclusion, this paper consists of four parts:The first part:the background of the research, theoretical basis and intelligent tool. It mainly introduces the general condition of CHIDI, the planned strategy and implement condition of CHIDI, the general condition of the recombination of our group company and the meaning of studying the development strategy of CHIDI, then come up with the main theoretical basis and intelligent tool of the strategic research.The second part:strategic analysis of CHIDI, which is the stress of this paper, including chapter2and chapter3. In chapter2, it mainly analyse the external environment of CHIDI, including microscopical environment the environment of renewable resources industry?the main environment of competition the analysis of competitors, also objectively analyse the influences brought by the group recombination, according to which to drew a analysis conclusion, indicating the opportunities and challenges faced by CHIDI. In chapter3, it mainly analyse all the resource ability of CHIDI, and it also objectively evaluate the present strength and weakness of CHIDI.The third part:making the strategy of CHIDI is the core of the paper, including chapter4. On the basis of strategic analysis, we set the new mission for the CHIDI:in order to realize sustainable development between human beings and nature and society, and provide the brilliant engineering technology service and good overall project management; our task is devoting green energy?building lasting harmony. Our wish is to be international first-class engineering and domestic leading corporation in the field of green resource. And in the field of hydropower and wind power, our operation aim is that client is the first?quality is superiority?talents is the basis?innovation is the precedence?natural harmony and social satisfaction.The certain general strategy is that we should be the international engineering corporation in2020.We also make the general development strategy of combination of concentric diversification and international operation. At the same time, we set the strategy system comprised by general strategy, the main business unit strategy, operation competition strategy, the main function strategy. The strategy system point out the direction and road for the CHIDI's future development, which is significant.The fourth part is the implementation of the strategy, control and evaluation, including the fifth chapter and the sixth chapter. First this article decomposes the strategic target, and put forward some corresponding countermeasures on the organization structure adjustment, and further exploring the non-principal stripping, the international market expanding, the shortage of inter-disciplinary talent and other major strategic issues, and clarify the main act. At the same time, points out the objectives and tasks and put forwards some measures on the enterprises' culture of the construction and development strategy. At the end of the article, making a brief introduction on strategic control and evaluation.The main purpose of this paper is to re-examine and revise the original strategy of CHID I, to make a supply and perfect on the deletion of the business strategy and functional strategy and to make sure the direction, target and way of the future development of CHIDI. Through the thorough analysis, this article forms a clear development train:(1) Put forward the general development strategic thought of CHIDI:focus on combining diversification development and international operation, accelerate the enterprise core competence, priority to make electric power planning and survey design industry bigger and stronger, expand the EPC and international business vigorously, develop related engineering business actively.(2) Put forward differentiation strategy of hydropower industry, wind power and solar energy industry in the domestic market; Total cost leadership strategy in the international market and domestic engineering contracting, municipal and transportation market; In some aspects of the hydropower, water conservancy, transportation and other areas, take the combination of differentiation and total cost leadership as competitive strategy.(3) Put forward main business strategy based on the leading business expansion for the pilot:First make sure the expansion of water and electricity survey design business, based on this foundation promote engineering contracting vigorously, at the same time cultivate the ability of international business actively, cultivate and develop new business, proceed robust investment moderately.(4) Put forward the main function strategy of CHIDI, such as human resources?technology%information?science and technology innovation?risk control and so on, provide function security for the overall strategy implementation.(5) Put forward the important strategic problems involved in general development strategy implementation, explicit the main strategic measures.
