Since 21 Century, with globalization, China has more than 30 companies on the list of world top 500 enterprises annually, and the number of overseas Chinese funded enterprises has reached more than nearly 30000. Chinese enterprises have implemented "going out" strategy for ten odd years, but most are in the initial stage. Compared with the developed countries, the amount of overseas investment, enterprise scale, and internationalization level still have a big gap. The number of Chinese enterprises having successful implementation of internationalization strategy is quite a few, like Haier, Huawei, and ZTE etc. Moreover, those enterprises have not formed a systematic internationalization strategy that can be taken as reference and based on the characteristics of Chinese companies.NETC was reformed from public institution into engineering technology corporation under SASAC supervision. Its business includes engineering, EPC works, engineering cost consulting, and equipment manufacturing. After the outbreak of the economic crisis in 2008, the excess capacity rapidly pushed the domestic iron and steel industry into severe winter. With several major domestic Steel Corp orders dropping, NETC is forced to overseas development. But the imperfection in management system and other factors impact the company to go out. Formulating the internationalization management strategy has become a primary task.In the research for NETC’s Management Strategy, macro environment analysis of the company is done through PEST analysis and five force model; the company’s internal environment analysis is conducted with VRIO model. Finally, by SWOT matrix competition strategy method, competition strategy for overseas market development is raised. To ensure the smooth implementation of the strategy, specific strategies are proposed to adjust detailed aspects.Proceeding from the actual situation, the paper aims to set a practical international management plan by analysis and scientific methods to cultivate the company’s competitive advantage, to help the company achieving steady development in the fierce international market competition and the internationalization strategy. Meanwhile, the paper also has a certain practical significance and reference value for the development direction of Chinese engineering companies.
