Purchasing cost control is the key point for the cost management in shipbuilding enterprises, and purchasing management is also one of the most important titles for our country's shipbuilding industry management. In these years, as the capital intensive enterprise and labor concentrated industry, shipbuilding industry develops very fast, it plays an important part in increase employment, transportation expand, Serve and trade. Shipbuilding purchasing management need to be further improved in standardization and scenarization. In a word, basing on background which is more and more modern, informationize, digitalize, F Group's purchasing management has gained some fruit, however, there are still corresponding development problem and restraining factors in different periods. Basing on the guidance of related theories in Economy, Management, Logistic, this article aims at the existing problems in purchasing management of F Group, and proposes the prioritization scheme from the 3 stages of making plans, purchasing and distribution, management and evaluation, so that to achieve the tight coupling of theory and practice.This research takes the F Group as an example, using literature research, field survey, expert interview and other research methods, uniting the theory analysis and empirical analysis, descriptive analysis and factor analysis, to make the full range research and investigation of F Group's Purchasing management. Basing on the data collection and statistics, this article analyses the characteristic and procedure of shipbuilding purchasing management, discussing the the existing problems and the causing factors of F Group, utilizes the purchasing management system for F Group in 3 stages of making plans, purchasing and distribution, management and evaluation. The researches show that F Group's purchasing management has its problems in some respects such as organizational structure and personnel team, planning administration and communication response, risk appraisal and effectiveness of supervision. Basing on those experiences, we can optimize F Group's purchasing management system from making plans, purchasing and distribution, management and evaluation, and then push on the related research findings to transform, popularization and application.
