Research On Evaluation About Implementation Of Shenbei District Construction Land Planning

Since the Ministry of Housing and Urban-Rural Development published the method of urban planning implementation evaluation on a trial basis, more and more city policy makers and urban planning managers attach importance to the implemented efficiency of master planning.The implementation effect of master planning are mirrored the reasonability of programme. Through the planning evaluation, urban problems can be found in the implementing process, and feedback to the planning itself timely, make the master planning editing and revision work more scientific.But there are many complexity elements in the implementation evaluation of master planning, evaluation work in present China has not formed the unified research approach. Each city according to their own situation to carry out a study of planning evaluation.Land use planning as a core part of the master planning of the city, its implementation effect related to the layout and development direction of the city space, therefore, it has a great significance to study the efficiency of construction land implementation.This paper mainly discussed the research of related basic theories, summarized the land development and planning implementation situation, constructed a method for planning implementation evaluation framework and then deep analyzed the land planning implemented efficiency in Shenbei district, finally, with the results of the analysis, put forward the land planning editing and revision proposals. The core contents are as follows:(1)This paper studied the two aspects theories about implementation evaluation of urban planning and new district of a city. In the process of study the theories about implementation evaluation, systemized the theories, types and technical method, and summarized present situation of domestic and international urban planning implementation evaluation, obtained the reference significance for this paper.In the theory of new city district, by systemized the next three aspects:the definition of new city district and its own characteristics, the forming reasons of new city district and its meaning of development and construction, the relevant research summary about domestic and international new city district, can explore the unique pattern for the land planning development of Shenbei district.(2)By studying the land historical development and urban planning implementation of Shenbei district, understanding the urban space's evolution track and the layout of land use, and summarizing the implemented efficiency for land use, that obtained the problems for land planning implementation.(3)Construction a framework for land planning implementation evaluation, which was used to evaluated the implemented efficiency for construction land of Shenbei district, that from three aspects, the quantity relationship between the land use data, the land space's implementation situation and public satisfaction.The evaluation data are composed of the overall data and single item data. By studying the layout and organization for land use and space, and the difference between land planning and land implementation, to achieve the evaluation about land space's implementation. The data from public satisfaction for land planning implementation evaluation, can get from the questionnaire survey.(4)With the result of the evaluation about implementation of Shenbei district construction land planning, put forward the land implementation proposals.The main content of proposals are the thought of land planning editing and revision, how to draw up the core part of land planning editing and revision, the method to adjust the district of the land planning and rural residential land, the method for land planning editing and revision and how to innovation in management system.
