Implementation evaluation is not only the significant step, but also the important method for analyzing the general land use planning. With tensions rising of man-land relationship and confliction of department using land, implementation evaluation of the general land use planning has put forward higher request. In rapid urbanization area where land use activity and change are intensive and severe, it is important and urgency to develop the implementation evaluation. Based on research the idea about "Analysis (implementation process)-Evaluation (the effect of implementation)-Introspection (issue of planning)" and rapid urbanization area, this study chose Jiangbei District, Chongqing, as objective and analyzed the process of land use planning implementation and the evolution tendency of land use by using the data of two rounds general land use planning. Moreover, the effect of planning implementation was evaluated by establishing the system of land use efficiency evaluation and coupling model, and the evaluation system of the general land use planning was built for the rapid urbanization area, we got the conclusions as following:I) Rapid urbanization area, dramatically change of land use, it is a significant sense to obey the discipline of the land use change of the rapid urbanization area for the compilation of the general land use planning. It is obvious that Jiangbei District’s new plan has faced distinctive decline stocks of agriculture lands, dramatically rising stocks of construction lands, remarkably reducing stocks of agricultural productive land, while the stocks ecological lands tend to stay stability and much more obvious contradictions between urban and rural. Only by sufficient binding the feature, can plan puts forward differentiate land use policy.II) The planning targets would be better effect if the planning combined with the differences of regional economic and social development, so the process of planning compilation should avoid "one size fits for all". For the better finished result, it should. The last round Jiangbei District’s planning result is not ideal, mainly because of too much emphasize on mandatory implementing superior planning. Especially under the influence of dynamic equilibrium of the total cultivated land policy and land requisition-compensation balance policy, double policy make the planning ideas lay particular stress on "eat" prior to "construction", "protection" prior to "occupation", neglecting the specialization of land use of rapid urbanization area. The new plan is different. It has executed the differentiated land use management policy, adapted to the special relationship of "construction" and "eat" in the rapid urbanization area, and considered the contradictions between "construct occupations" and "ecological protection".Ⅲ) It is important method to improve the scientificity and validity of the general land use plan by combining comprehensive land use partitions with special type of land use partition. The last round, implementing single comprehensive land use partitions led to the limited land use control effect. And there is "left to control and inadequate to regulate" disadvantage, which made the setting goal broke through in advance. The new round has combined the two partitions, which has made a better result. Thus, adjusting measures to local conditions, combining the comprehensive land use partitions with special type of land use partition is valuable to improve the scientificity and validity of general land use plan.Ⅳ) It is helpful to guide the land use structure and layout in the future by intensifying scenario simulation between the regional economic-social development and land use change, which the ability of coping with uncertain risks can be improved during the planning imlementing. The time of last round is just that Chongqing became a municipality. As the core area, Jiangbei had expanded fast. At the same time, countryside function transited to urban agriculture and leisure tourism functions, which made arrows of farm land become woodland. In addition, due to the construction of ecological barrier along the river and four mountains management, the implementation of returning farmland to forest had widespread. These situations were not expected. So comparing with the last round, the new turn has paid more attention to scientific reasoning of the economic and social development situation, strengthened the coordination and cohesion among city, infrastructure and ecological environment, and protected the spatial demand of various land in the area.Ⅴ) General land use planning palys a leading role on land use change, but also has conflict. ①Firstly, planning defines the adjustment direction for land use structure. From both planning, the general direction of land use structure is that increasing in wooden land and construction land, and decreasing in cultivated land and unused land.The land use change of Jiangbei District during 1996-2012 is similar to the planning. ②Secondly, the speed of land use change in reality is always faster than planned speed, thus, this is the main reason why planning was finished earlier. Take last planning as the example, as the planning, the cultivated land would decrease by 100.25hm2 per year and construction land would increase by 106.75hm2 per year during 1997-2010. Whereas, the fact during 1997-2005 was that the cultivated land decreased 165.52hm2 per year and construction land increased 257.08hm2 per year. ③Thirdly, planning scenarios in time and space had consistency and conflict with evolution patters of land use during the implementation process. From the view of study district, the planning circumstances presented by the two rounds of land planning in time and space are basically the same with Land use spatial pattern. That means construction land expand toward the east, while cultivated land centralize in the east, meanwhile, West and Central areas are covered by the construction land and Ecological land. Nonetheless, there is a conflicting part between Land use spatial pattern and planning circumstance, exemplifying as partial adjustment to original planning in the process of planning implementation.Ⅵ) The implementation of the general land use planning of Jiangbei District has positive effect, and the evidence shows that both the coordination degree model of land use benefit and the coupling relationship model have application value in the planning evaluation. ① the Four Efficiencies in the Jiangbei District planning execution is remarkable and the comprehensive land use efficiency system has stepped into the harmonious development stage from the redevelopment phase. Before 2000, the interaction between social economy development and ecological environment construction is faint and the coupling untight. After 2000,both are showing the coordinated development trend, changing the previous situation that the rate of social economy development exceeded that of ecological environment. ②With the application of scientific system theory, building system of land use efficiency evaluation index which is suitable for the regional land use, fitting comprehensive land use efficiency systematic evolving equation, and evaluating coupling between social economy efficiency and the ecological environment efficiency according to the relative evolution rate, it is helpful for regional land use efficiency in both quantitative evaluation and dynamic simulation, further identifying derivational problem between social economy and ecological environment, which has given support theoretically to reasonable and effective usage of land resources in the future.
