After the emergency occurred, Whether the emergency relief materials transport to the disaster areas in the shortest time and the most efficient manner has a critical influence on the rescue efficiency, It relates to whether can strive for more time to save more lives and property loss. Node is an important part of emergency materials transporting network, Whether the configuration is reasonable or not and the size of the logistics capability has a very important role in the efficiency which emergency materials transport to the disaster areas, so the research about the emergency nodes logistics capability of transporting network has a certain value and practical significance.In this paper, the nodes' logistics capability of the emergency materials transporting network is the study object, proposed the concept of emergency logistics capability and related theories, making quantitative analysis to the logistics capability, the important is the evaluation of the relative efficiency on the nodes' logistics capability and making optimizing improvements, in order to achieve the overall efficiency promotion.Firstly, the concept of emergency logistics and logistics capability are introduced, according to the combination of both proposed the meaning of emergency logistics capability and its constituent elements, then introduced the concept of nodes, limited the study object is the nodes logistics capability of emergency materials transporting process, analyzed the definition and characteristics of emergency nodes logistics capability.Secondly, explored the capability of emergency nodes logistics is composed of two parts elements, one by one in detail, and analyzed the influencing factors of emergency nodes logistics capability from the point of internal and external view. Then set up an emergency nodes frame model, the quantitative analysis method of nodes logistics capability is proposed.Finally, introduced the data envelopment analysis(DEA) and established the relative efficiency DEA model of emergency nodes logistics capability, evaluated the relative efficiency of existing model's input and output indicators. Analysis the problems in the configuration process, and then optimize and improve on the original model. The limited emergency resources to be reconfigured to maximize the overall efficiency of materials transporting. Then introduce the case, it verifies the effectiveness of optimized and improved model on emergency nodes logistics capability. It can reconfigure the limited emergency resources and improve the overall efficiency of transporting, providing a solution for the problems on resources allocation process.
