The Research On The Key Technologies Of The Emergency Logistics

The great development of the modern society aggravates the conflicts of population, resources, environment, sanitation and etc, which result in the various common security emergencies. Meanwhile, the expediting citilization makes more and more population and capital congregate into some certain areas, which accordingly worsens the sequent of the emergencies and increases the level of the hazards. Emergency causes incalculable loss;hence rescuers must get into the disaster areas and aid material be dispatched to the victims of the calamity. This will involves mass logistics activities covering different areas.Emergency logistics is a special logistics activity, which pursues the greatest time benefit and the least loss of disaster. It is often a part demand for logistics, so the whole system's logistics ability should be able to meet this demand. However, emergencies bring on a lot of complicated obstacles in the emergency logistics system because of its destructive, diverse and unforeknowable characteristics. On the other hand, our country hasn't an effective and reasonable emergency logistics system because of weak research on the emergency logistics, so the logistics ability is difficult to be fully used.This paper sums up the design principles of emergency logistics system on the base of the synthetical analysis of the emergency logistic characteristics and the actuals of our country in the emergency logistics management. According to the principles, the paper introduces the crisis management theory and the virtual organization operational theory into the emergency logistics management, and put forward the conception of emergency virtual logistics system using virtual system as its organization form. The paper then analyses the operational theory and the technology framework of the emergency virtual logistics system on the background of the advanced technologies of logistics management, including Internet technology, database technology, GIS/GPS technology and decision support technology.The paper emphasizes on the information web and the decision support system of the emergency virtual logistics system to study the technologies and method of itsrealization. It designs the whole framework of the emergency logistics information platform, which provides an important virtual space for the emergency command organization and local enterprises to share the logistics information and foundation. The author also actually design a emergency logistics decision support system based on GIS, which enhances the spacial visual ability and data analysis ability of the emergency logistics management.
