| When emergencies happened, such as disasters and public health or security problems, it is necessary to send large amounts of emergency supplies to the disaster areas as soon as possible. Emergency supplies are vital to rebuild and resume the life of disaster areas. However, emergencies are unpredictable and emergency supplies are always scattering in different areas. If a scientific logistics network cannot be effectively allocated, people will miss the best rescue time and moreover, it will cause a great loss on life and property, threatening the development and the stabilization of the society and economy. After referring to the literatures both at home and abroad, this paper decided to take the node capability of the regional emergency logistics network as an object and carrying on the quantitative analysis and optimal configuration study of this object. First of all, it put forward the concept and composition of the regional emergency logistics network’s node capability, based on the basic theory of the node capacity. Meanwhile, it discussed the concept, function and classification of emergency logistics nodes and further analyzed the internal and external influencing factors of the regional emergency logistics node ability. Secondly, from the component aspect of the node capacity, this paper studied on the evaluation index of the regional emergency logistics network’s node capability and built its calculation model. Third, after calculating the node capacity of the regional emergency logistics network, every emergency logistics node has to be optimized and configured. This paper then discussed how many aid workers and forklifts in different efficiency were needed in the emergency logistics’ nodes that could let the capacity of the nodes have the best optimal configuration. When solving the model, it should guarantee the minimum cost of the rescue resource under the fixed time. Finally, the paper introduced cases to verify the calculation model of the emergency node logistics capability and the optimal configuration of the node logistics capability. |
