With the deepening of national reform, electric power enterprises are facing more development opportunities and challenges. Power enterprises because of its particularity, which has special attributes, namely the sexual, monopoly, competition mechanism is different from the fully market-oriented enterprises, in order to power the future development of enterprises, must be to turn the company to the free market, only through the free market baptism and sublimation can break through the enterprise, the implementation of performance management for electric power enterprises is the future development direction. The performance of present theory and practice has been a good development, with the development of society, the original management system can not adapt to the development of electric power enterprises, and innovation of power enterprises want to achieve better development must be the implementation of the management system.This paper study on the performance management system of electric power an enterprise is divided into theoretical research and empirical analysis of two parts:The theory part:firstly introduces the research status at home and abroad about performance management, summarizes the existing research home and abroad about the problems of performance management, research ideas of this paper; secondly analyzes the process and mechanism of performance management in the power enterprises, starting from Chengdu and Xi Chang Electric Power Bureau, discusses the performance management of the electric power enterprise and the implementation process, strategy and performance management performance management in the implementation of performance management, analysis of the environment and mechanism of electric power enterprises, factors affecting the performance management of electric power enterprises and the implementation of performance management should use strategy; again according to their actual work experience, introduces the background of the implementation of Fuzhou faced Electric Power Bureau performance management and the implementation of the performance management process problems; puts forward a performance evaluation of electric power enterprises index system architecture, implementation of performance based on the background, find out the influence of internal and external factors of enterprise performance evaluation, the performance evaluation system of principle, from the evaluation index system of enterprise, Department, job three grade were selected to performance appraisal, the construction of enterprise performance evaluation system.The part of empirical analysis:firstly introduces the principle of fuzzy theory and the construction of performance evaluation based on fuzzy theory; secondly, according to the performance evaluation model based on fuzzy theory has been established, respectively, to evaluate enterprise, part three, job performance; finally, according to the evaluation results respectively from three aspects of enterprise, Department, position paper performance management and improvement suggestions.
