The effective human resource management of enterprises is helpful foreliminating internal friction, maximizing the potential of the enterprise and thenachieving good economic benefits. The power industry internal and externalbusiness environment changes constantly, with the market-oriented reform of StateGrid continued,"one strong and three excellent"," three focus and five aspects"construction strategic target to promote rapid development of new technology, theelectric power industry needs talents to support for the continued the rapiddevelopment of enterprises. But due to historical reasons, electric power bureau’shuman resource management is not standard, can’t provide strategic support for thedevelopment of enterprises. The systematic analysis of the human resourcemanagement of the current situation of Mudanjiang electric power bureau, and putforward some concrete measures for strengthening human resource management,which has reference significance to realize human resources’ intensive managementand improve operational efficiency.This paper based on human resources management related theory. It firstlycarries on the analysis to the total amount of Mudanjiang electric power bureauhuman resources. Then it analyzes the structure of human resources from their agestructure, educational structure, technical qualification structure, skill structure infour aspects, and changes of human resources in the past six years, at the same time,a comparative analysis about main data indexes carried out with four other electricpower bureaus in Heilongjiang province. Then from the age structure, educationallevel, professional and technical personnel skilled, labor efficiency, talent-postmatching, selection mechanism, human resource planning, incentive mechanism andmanpower resources development level, it gets the main problems in structuralproblems and training or using of staff about the human resources management inMudanjiang Electric Power Bureau, and furtherly analyzing the reasons for theseproblems from seven aspects. Finally, combining with the actual situations ofMudanjiang Electric Power Bureau,Putting forward seven specific countermeasures of strengthening humanresource management:1.establishing the consciousness of strategic human resourcemanagement;2.predicting the supply and demand of human resources planning;3.establishing flexible employment mechanism;4. Perfecting job analysis;5.Training and developing staffs of enterprise;6.Geting job performance evaluationstandard;7.Strengthening employees occupation career management.
