The Tentative Study On Market-oriented Supply Model Of Inspection And Testing Of Special Equipment

Special equipment is an important basic equipment to the sustainable development of the national economics and the people's life. Operating in high temperature, high pressure, high altitude and high speed conditions, special equipment benefits mankind and at the same time it is prone to accidents and even disasters. So it's common international practices to adopt special measure and tighter regulation to reduce and prevent accidents. The inspection and testing of special equipment is one of the main measures to ensure safety.The supply model of inspection and testing of special equipment, a government monopoly with undersupply, inefficiency and breeding corruption, which has not suited for the rapid development of our Chinese economy and society, needs reform urgently. Public services marketization is the core content of governmental reform in western developed countries. The theory and practice of public services marketization of special equipment in other countries and Taiwan provide a new thinking to the change of the supply model of inspection and testing of special equipment. Therefore, the study of market-oriented supply model of inspection and testing of special equipment is a very urgent topic.This article is divided into five parts. The first part is the introduction which discusses briefly the subject matters, the methods, the aims, the title selection background and significance. The second part is about the relevant concept and theory, mainly including the definition of special equipment and the theory basis of market-oriented supply model of inspection and testing of special equipment. The third part is the current situation and questions of the supply model of inspection and testing of special equipment in China. It analyses the establishment and evolvement of the system of inspection and testing of special equipment first, and then the current questions of the supply model. The fourth part is an introduction about market-oriented supply model of inspection and testing of special equipment overseas and in Taiwan and the instructions to our country. Then it summarizes the management model of inspection and testing in America, England and Taiwan for reference. The fifth part is the construction of our Chinese market-oriented supply model of inspection and testing of special equipment. It analyses the necessity and feasibility of introducing marketing mechanism to organizations who inspect and test the special equipment, then puts forward two supply models to choose from. And make a depth analysis about the ways and system construction.This topic comes from practical experience of the work. The aim is to provide reference for government to innovate the supply model of inspection and testing of special equipment.
