Research On Integration Of Special Equipment Inspection And Testing Institutions

Special equipment inspection and testing(hereinafter referred to as special inspection)industry,include elevator,boiler and pressure vessel,large recreation facilities such as 8 types of inspection,it closely related to economic development,social stability and people's property security.Because of its particularity,it is managed mainly by special equipment inspection and testing institutions in China,the nature of such institutions belong to government-affiliated institutions.The government has set up a special inspection agency with strong "official-color",most of them existing public nature,also engaged in production and business operation activities,and there are some problems with them,such as small scale,uneven power,repeated construction and backward management mechanism,this cannot meet the new situation of government functions change,improve administrative efficiency and the construction of modern government requirements,there is also a big gap with the international advanced levels.So our special inspection agencies urgently need to carry out an integrated reform.Under the guidance of the State Council issued the integration of special inspection guidance,the various provinces in China begin to explore the integration ways of their special inspection agencies.This paper chooses the reform of special inspection institutions in China as a research question.From the current development situation,the existing problems and the necessity of the integration of special inspection institutions in China,select the "Gansu model" of the pilot units in Institute of Boiler and Pressure Vessel Inspection of Gansu Province(hereinafter referred to as the Provincial Boiler Inspection Institute),Special Equipment Inspection and Research Institute of Gansu Province(hereinafter referred to as the Provincial Special Inspection Institute)two case studies of special equipment integration and restructuring of institutions,first of all,through the analysis of the basic situation,personnel and financial income and expenditure in the past two years,to find the existing problems and the necessity for integration.Then,the leading ideology and principles of the integration of special inspection institutions in Gansu province were sorted out,and the direction of integration was clarified.Then it introduces in detail the specific ideas and implementation steps of the integration of Boiler Inspection Institute and Special Inspection Institute in Gansu province,analysis of the overall effect of integration reform and objective evaluation from several aspects such as: the basic situations of two institutes,before and after the integration of financial revenue and expenditure budget comparison,the feelings and opinions of two integration institutes staff.And to do the extension analysis of "Gansu model" of the special inspection institutes integration.Through the introduction and reference of the status and mode of operation of the European Union and Canada special equipment inspection and testing institutions,and the integrated practice of special inspection institutions in Guangdong,Hubei and Shandong provinces.Finally,combined with the inspiration from discussion of the relationship between the government and the market in the new public management theory,as well as the network governance in the governance theory,the paper puts forward the integration path of special inspection organization in China: To promote the marketization of special inspection institutions through function division;to promote the organization of special inspection institutions through vertical integration;to promote the specialization of special inspection institutions through the reform of the system;to promote the socialization of special inspection institutions through joint governance.
