Research And Verification Method To Construct Rules Of Origin On Fta Between China And South Korea

After entering twenty-first Century, the international trade made a spurt of progress. In the last century, early 90's began to appear all sorts of members in the region of the bilateral free trade agreement (FTA) in behalf of the World Trade Organization (WTO) has gradually become the new way of the development of economic integration. Because of various FTA take rejection measures of restrictions on non signatories, lead to trade environment deterioration. China has become the world's first trade. The world's resources and the market is limited, therefore, China's unprecedented achievement is hampered by developed countries. South Korea, as the world's ninth trading nations, encountered trade barriers and cannot guarantee the stability of the export market. Therefore, China and South Korea to promote common understanding of bilateral investment, trade growth between the two countries will achieve "without borders" in the domestic market. China and South Korea after 30 months of FTA negotiations, in February this year signed FTA and released English version agreement. FTA's success depends on the precision of rules of origin.This paper raised "a feasible scheme of the constructing and checking China and Korea FTA rules". This thesis launches the specific argumentation theory in four points. First, the research on the existing thesis on the FTA rules of origin, comparative study and search further put forward perfect countermeasures. Second, the fundamental purpose of the general rules of origin and the systems of the developed countries analyzes and search rational ways. Third, the idea of China and South Korea on rules of origin and the specific rules of origin analyzes the existing problems and puts forward feasible measures to the corresponding problems. Finally, the certificate of origin verification issues outstanding, consider improved countermeasures and proposes some constructive opinions.In fact, China and South Korea have signed many of the FTA agreement, but on the export trade and other related workers really not easy to understand the specific content of the agreement. As a first-line customs officer, in this paper emphasize the expansion affairs problem, the simplified rules of origin, the authenticity of the certificate of origin to ensure effective verification method. This paper mentioned content can provide inspiration for China's future with developed countries negotiating the FTA negotiations. And I hope this paper will make contribution to the development of trade between the two countries.
