Researches On The Status Quo And Problems Of Free Trade Agreement Utilization By Typical Enterprises In Suzhou City

In recent years,with the integration of regional economies,the construction of regional trade organization has become the main trend of international trade cooperation.Free Trade Agreement(short for FTA in the below)is the most common form of regional trade agreement.So far,China has successfully established 15 Free Trade Agreement which involve 23 countries and regions.The construction of the Free Trade Agreement can be conductive to improving bilateral and multilateral trade terms and effective utilization can be conductive to promoting the development of international trade and domestic exports.This paper focuses on the increasingly important role of FTA in the process of regional economic integration.The first step is to explore the situation of Chinese Free Trade Agreement development and the Free Trade Area Strategy.Then,from the perspective of the utilization of FTA,the typical enterprises in Suzhou are regarded as the object of the study in order to explore the status quo and existing problems of the usage of FTA from the aspects of theoretical analysis and practical researches.Based on the current situation of FTA utilization rate and the factors influencing the utilization,put forward the constructive suggestions to increase the utilization rate of FTA.It is mainly studied from the perspectives of theory and practice.F irst,the utilization rate of FTA is analyzed theoretically.On the basis of the study of Chinese and foreign literatures,the measurement methods of the utilization rate of the FTA are discussed.The calculation method of the utilization rate of the FTA provides a theoretical basis for measuring the utilization rate of the typical enterprises in Suzhou.The first methods is to use the preferential amount of exports by using the certificate of origin to divide the total amount of exports.The second method is to use the number of enterprises which have utilized FTA to divide the total numer of the surveyed enterprises by handling the data of the enterprise surveyed.The proportions are the rates of FTA utilization.The results show that the utilization rate of Chinese enterprises is generally low and far lower than the level of utilization rates in foreign countries.Second,the practical survey is to investigate and visit the government and non-governmental departments as well as to hand out questionnaires to enterprises.Finally,get access to the data of the amount of exports and certificate of origin by visiting government departments.The result of the first calculation method shows that the level of FTA utilization rate of Suzhou enterprises are pretty low.In order to find out the reasons of low utilization rate,a questionnaire survey was done for further study.By referring to the list of key enterprises in Suzhou Statistical Yearbook and the list of "famous brand" enterprises as well as the list of export enterprises with "elite" title published in the website of Suzhou Bureau of Commerce,select 85 typical enterprises which have the business of exports and imports to visit and do questionnaire survey and finally obtained 78 samples.The results show that the level of the utilization rate of the typical enterprises in Suzhou is relatively high,but the level is still low compared with the international level,it is necessary to find out the reasons from the perspectives of government and enterprises.By using theoretical research and practical research methods,the conclusions are drawn as follow.First of all,the result of the first calculation method shows that the highest-utilization-rate FTAs used by Suzhou enterprises are China-Peru Free Trade Agreement and China-Australia Free Trade Agreement.Secondly,through the investigation,the result of the second calculation method shows that the overall utilization rate of the 14 signed and enforced FTAs of Suzhou enterprises has reached to 57%and the mature utilization rate is 39%.
