Research On Customs Supervision Model Innovation In The Process Of Undertaking Processing Trade Industry Transfer In Shaanxi

In order to ensure the stable growth of economy, adjust and optimize the industrial structure, and promote the coordinated development of regional economy, the State Council issued a series of policies and measures, including "depth implementation of the western development strategy", "the State Council guidance about the Midwest undertake industrial transfer" and so on. As China's geographical center, Shaanxi has a geographical advantage which is the junction of the east and west, the north and south. And Shaanxi also is the important city of implementation of the development of western region strategy. Vigorously promoting the development of open economy and making Shaanxi become the strategic highland of the inland economy development are the strategic objectives of the "Twelfth Five Plan" period. The economic growth miracle in eastern coastal areas and the successful experience of the development and opening of the inland provinces show that processing trade is the starting point of adjusting the economic structure, the platform of undertaking industrial transfer and the key to improve the level of opening up. To realize the adjustment to industrial structure and promote the development of foreign trade and economy quickly for Shaanxi, the key is the development of processing trade.According to the theory of the grads transfer of industry, the processing trade in the high gradient areas such as the east coast has entered the mature period. With the development of the western region in twenty years, the processing trade presents the development trend of gradient transfer from the eastern coastal areas to the Midwest, which is the inherent requirement and the inevitable choice for the development of processing trade. However, during the process to undertake the gradient transfer of processing trade, Shaanxi has lagged behind in the surrounding areas such as Sichuan, Chongqing, Henan and so on. How to develop the comparative advantages of Shaanxi, undertake the gradient transfer of processing trade, carry out the pgrading of processing trade steadily and promote the development of out-oriented economy of Shaanxi is the current problem to be solved urgently. Customs is the main supervision department of processing trade. In order to adapt to the needs of the development of processing trade and create a favorite regulatory environment for undertaking industrial gradient transfer, how to keep up with the actual, to change the model of customs supervision innovatively is the problem which we need to study.Based on theory of the industrial transfer, the status and the main ways and characteristics of the development of processing trade of Shaanxi are studied in this paper. The Comparative advantage and the restraining factors of the development of processing trade of Shaanxi are analyzed synthetically. Then based on the author's practice, the problem of customs supervision model is also analyzed synthetically. Moreover, two aspects of the suggestions are given in this paper, which can provide references for undertaking the transferring of processing trade and promoing the development of export-oriented economy of Shaanxi.
