Customs Supervision And The Evolution Of China's Processing Trade

Processing trade has been fast developed in China since reform and opening up. Now it becomes the main trade modality. It plays a very important role in our foreign trade, greatly pushes the development of the country's cooperating industries, techniques, the adaptation of the industries'structure and the reasonable use of foreign investment. But in view of its natural characters, processing trade has shown many disadvantages during the development like threatening the regional economical security, becoming an important channel to evade tax, imperfect development of processing area for exportation and etc. The inner contradictions and problems have shown up in the procedure of customs'supervision of processing trade while a new round of the adaptation and transformation of international industrial structure is undergoing and the new conception of management and the new style of producing and sales are developing quickly in china, such as the contradiction between the diversity of processing trade management and the backwardness of customs` legislation , the processing trade quantity and the absence of customs` supervision resources, the different administration policy and the valid supervision, the integrity of the corporation and the supervision. Now we try to discuss the relationship between the customs` supervision and the development of processing trade under the improvement of supervision mode. Since 2005, customs has been deeply adjusted the policies of processing trade supervision. It has improved the supervision of procedure and the modes of processing trade. Using the technology means ,strengthen the management of processing area for exportation, simplifying the registration procedure, strengthen the inspection to the corporation etc. By these ways, we would reduce the risks, insure that the processing trade can develop fast and healthy in China.
