Study Of China's Processing Trade Customs Supervision Mode

Processing trade in china has experienced rapid growth in the recent 30 years.Untl the end of 2008,The total value of import and export on processing trade reached to 10535.9 hundred millions USD,nearly accounting for a half in that of whole Chinese trade.However,as globalization of economy develops fast,the main task for the Customs, as one of the administrating departments,is how to adapt itself to the rapid development of the processing trade.However,there has been no significant change of the management model based on the brochure,for this brochure only suitable for the management methods such as single contract and manual workshop.In this highly competitive age characterized by global information,international marketing,feature products and prompt delivery,the supervision and control model of the Customs can not meet the demand of the market and enterprises.This may lead the Customs be the obstacle in the process of economic development.It is important that China Customs must carry on reform and innovation in such aspects as supervisory system,management system and management methods to promote and upgrade the processing trade.The dissertation introduces the current status of the processing trade and gives a critical review of history of the management reforms and traditional customs management model on processing trade.In addition,this paper describes the problems in the present management model,analyzes difficulties occurred in the daily supervision work,and evaluates the existing customs supervision patterns.Finally,the author proposes some suggestions.In the author' s opinion,the China Customs should reconsider the rationality of the present examination and approval procedure based on the brochure to catch up with the development of the processing trade.The author points out a suitable and feasible control model which can either settle the conflict between strict control and efficient operation or make the declaration easier.The customs should innovative management concepts,develop the technical approaches and ways to realize electronic recording and deeper processing carrying-over,conform and neaten the supervision regions.Furthermore,some management methods such as tariff-guarantee system,risk management,classification management and info-management should be implemented to strengthen the efficiency of these models.Aiming at creating a strict law-enforcing and law-abiding environment,the customs should consummate related and detail measures and intensify integrated administration on processing trade.
