Study On Development Of New-type Urbanization In The Minority Borderlands

Behind the rapid development of urbanization of our country, there is a big gap between regional, urban and rural development, these problems have become the focus point of contradiction in national economic and social development. Under this background, the development of new-type urbanization emphasis on people-oriented, Comprehensive coordinated development, it reaches our country strategic goals to build a comparatively well-off society in the round and to promote socialist modernization.The harmonious development of the frontier minority areas relate to national unity and border security and stability. But county economy foundation in this area is weak. The economic development level is not high. The infrastructure condition is bad, The development of social lags behind. The process of urbanization is slow. Under the new historical conditions how do strengthen county economic development in national regions, to achieve the coordinated development of economy and society and the coordinated development of urban and rural areas. So gradually the area the development gap will be narrow, the urban and rural development gap will be narrow. Therefore, we will actively yet prudently advance new-type urbanization development of frontier minority areas, is the urgent requirement of frontier ethnic area. This reseach is based on Chongzuo city, explore which stage its new-type urbanization process in and its influence factors.It has a practical value to promote the development of new-type urbanization of the frontier minority areas in ChinaIn this article, through analyzing the characteristic of the Chongzuo's economic and social urbanization development, there is problems existing in the development process, performance as :the difference development level, the whole urbanization level is backward, the scale of town is small, core polarization is outstanding,traffic infrastructure development lags behind.The reality situation shows small town led large rural. Although county economic growth is rapid,but its foundation is weakness, the development of economic efficiency. Due to the lack of science and technology support,the industry is at the lower end of value chain.Therefore industry structure and employment structure are skewed.According to the connotation characters of the of the new –type urbanization, this article selects 20 indicatiors from six aspects :economic and industrial development,population development, scientific and technological innovation, social development, infrastructure, resources and environment. Use 20 indicators to construct the new-type urbanization evaluation model. using the principle of entropy value method calculate the development level of Chongzuo county new-type urbanization.The results show that pingxiang city get the highest score and new-type urbanization development level is advanced development area,Longzhou,Fusui, Jiangzhou are medium type area, its new-type urbanization development level are in medium level, Ningming,Daxin,Tiandeng are backward type.Finally we reseach the indicators influence degree of county urbanization, by using grey correlation analysis method,to find out which the most influence indicator. The analysis result shows, separation of urban and rural household registration institution and infrastructure investment are the most important factor in the development level of the new-type urbanization. Its correlation degree is above 0.9. Innovation of science and technology development,the local government financial resources are the botton of the indicator,it not play enough importance role in the ChongZuo County the new-type urbanization development.To promote ChongZuo County new-type urbanization development, we should be accurately grasp the connotation of new-type urbanization development.We should scientific planning of urban development orientation.New-type urbanization development is supported by developing modern agriculture, Expanding the scale of non-farm industry is the main driving force.Through government and market play correctly activities,to promote infrastructure interconnectivity. Let production factor free flow from urban to rural. Reform and innovation institutional mechanisms. Achieve the goals of the new urbanization development "people- urban- rural-nature".
