The Study On Policy Support Of Energy Performance Contracting In Mining Industry In Hunan Province

Hunan province is rich of mineral resource, be known well as “the hometown of non-ferrous metals” and “the hometown of nonmetallic minerals”. Mining industry is one of the pillars of the economy in Hunan province. However, the mining industry belongs to typical industry which is high energy consumption and high pollution emission. Its development mode is “fast building, strong mining, waste emissions, and lack of governance”. With the development of low-carbon economy and the construction of “two type society” in Hunan, the low-carbon development mode which is low energy and low pollution has been widely recognized. Developing low-carbon economy and constructing low-carbon mines are not only beneficial to improve the comprehensive utilization of mining resources, but also beneficial to the construction of the resource-conserving and environment-friendly society. As a new mechanism of energy saving, Energy Performance Contracting(EPC) has many characteristics, such as professional, economical, long-term. And it is an important way and inevitable choice to promote the construction of low-carbon mine and realize the goal of green development in Hunan province.As the development of “The twelfth five-year plan”, EPC is developing well in Hunan. And EMC has cooperated with a few large mining enterprises, earning a good energy-saving efficiency. Due to the own characteristics of mining industry, such as the uncertainty of mineral resources, the immature of technology is not mature and so on, the development of the mining EMC project is facing many difficulties. The difficulties mainly displays in: lack of power in mining EMC project; hard to value evaluation; difficulties in promotion and financing; insufficient experience of the Energy Services Company, etc. Therefore, in reference to the government experience of the United States, Australia, Brazil, Japan and other countries, combined with the mineral resources in Hunan province and the present situation of the development of mining industry, the essay put forward mining policy support suggestions on the promotion of mining EMC project. Setting clear rules and regulations, perfecting the evaluation mechanism, establishing communication mechanism, innovat ing cooperation modes and financing way, establish ing the platform of production is the suggestion to government for the development of mining EMC project, in order to push the EMC application in the mining industry and promote mining low-carbonization in Hunan province.
