Research On Measures To Promote Energy-saving Services Industry In China

With the severe world energy situation,China has to reduce energy consumptionurgently.Energy-saving services industry provides energy-saving sevices through energyperformance contracting.It has reached a mature state in foreign countries, and achieved agood energy saving effect. China is a country with large energy consumption and low energyefficiency.Energy-saving services are huge demanded potentialy. Promoting energy-savingservice industry is conducive to energy conservation, energy security and sustainabledevelopment of economic. There are many new situations and problems with industrydevelopment,which needs many aspects of support on growth and maturity.In this paper, it made an objective description of the appearance, development and thestatus about energy-saving industry, as well as a comprehensive analysis on the meaning ofenergy-saving service, business model, implementation steps based on in-depth study andunderstanding of knowledge about energy-saving. There have been many factors thatconstrain the development of the industry,such as the poor awareness of energy-saving, lackof personnel, the rigid application of energy performance contracting, finance problems, theimperfect industry system and specific government policies to support energy-saving services.It researched on the successful practices of United States, Japan, Germany . On this basis,countermeasures and proposals on promoting energy-saving services industry are made fromsteping up publicity ,cultivating energy-saving personnel, flexibility in the use of energyperformance contracting, diversification of financing instruments, improving the policysupport system, establishing of the legal system, and such relevant aspects.
