Since the second half of the 20th century, large-scale industrial activity has been approaching the limits of resources and the environment,this trend bring about a threat to global human survival. At present, we not only confront the problem of environmental pollution and resource depletion issues which problem the early industrialized countries has faced,but also the risk of waste of resources and over-consumption which problem produced in the post industrialized countries, the contradiction between economic and environmental resources have become increasingly prominent, carrying capacity of resources and environment is facing unprecedented challenges.How to evaluate the energy and environmental efficiency objectively? Is there exist room and potential for the improvement of energy environmental efficiency of total factor? Where is China's economic, energy and environmental coordinated development way? This article combines SBM model and the four-stage DEA method, evaluated provincial total factor energy environmental efficiency of 30 provinces and cities between 2004-2012 scientifically,and deeply reseached above issues. Based on the non-angle and non-radial approach,this article investigated the amount of input and output slack various regions, and conducted in-depth analysis of its influencing factors. The study found that:(1 Environmental constraints impose significant impact on energy environmental efficiency,accurate evaluation of energy environmental efficiency must take environmental pollution comstraints into account.(2) Over time, energy environmental efficiency diplay kind of tide that "the high score region getting higher,and low score getting lower","Matthew Effect" is obvious.(3) the amount of slack in the Tobit regression results show:GDP is a favorable factor for improving the energy efficiency of the environment.foreign direct investment,industrial structure and energy consumption is its unfavorable factors, technological improvements and environmental management had no significant effect on efficiency. (4) four-stage DEA results indicate that external factors have a significant impact on the energy environmental efficiency, and efficiency can be effectively improved if we can eliminate the impact of external factor to create a relatively fair environment.On this basis,we discusses ways to improve the Chinese provincial energy environmental efficiency.
