China's economy has grown rapidly in the past 30 years,and China's GDP has increased more than 80 times since the Reform and Opening.But along with economic growth is a large amount of energy consumption and related pollution emissions.As the engine of China's economic development,industry is also the main sector of energy consumption and environmental pollution.In recent years,China's industrial energy consumption and environmental pollution accounted for more than 60%of total energy consumption and environmental pollution.Energy and environmental constraints are increasingly becoming bottlenecks restricting industrial development.Therefore,while reducing energy input,it is extremely urgent to achieve coordinated emission reduction of greenhouse gas and pollutant emissions.Economic growth and pollution reduction can be achieved by improving the efficiency of total factor energy.In this context,how to measure the industrial total factor energy efficiency under environmental constraints,and further analyze its dynamic changes,influencing factors and regional differences are worth studying.This paper starts from the following aspects:Firstly,First,from the perspective of synergistic emission reduction,the MinDS model,which is more in line with actual industrial production activities,is used to measure the industrial energy efficiency of 30 provinces in China from 1998 to 2015;Considering the significant regional differences in industrial energy efficiency,this paper uses log t test to study the evolutionary heterogeneity of regional industrial energy efficiency and identify the convergence club;Based on the convergence results,analyze the potential of regional energy conservation and emission reduction.Then,combined with the MinDS model and the Malmquist-Luenberger index,the dynamic characteristics of regional industrial energy efficiency are analyzed.Construct the Tobit model to analyze the extent and direction of the influencing factors on each region;Finally,based on the above analysis,we propose targeted recommendations for the improvement of energy efficiency.The main conclusions obtained through the research are as follows:Firstly,From 1998 to 2015,China's overall industrial energy efficiency is at the upper-middle level,but there is a certain difference in industrial energy efficiency between areas.There is room for improvement in overall industrial energy efficiency;the results of club convergence show that there are two club regions,Club 1 region contains 21 provincial areas,and the Club 2 region includes 9 areas.The convergence behavior of the two regions is significantly different.The proportion of energy saving and emission reduction potential in the Club 2 region is significantly higher than that in the Club 1 region.Second,during the period 1998-2015,China's overall industrial Malmquist-Luenberger index showed that China's industrial energy efficiency showed a good development trend.Among them,the industrial energy efficiency of the Club 1 region has improved,but the industrial energy efficiency of the Club 2 region has declined,which is mainly reflected in the decline in production technology and backward management.Third,in the study of the factors affecting industrial energy efficiency,for the Club 1 region,the R&D intensity is significantly positively correlated with the industrial energy efficiency.For the Club 2 area,labor productivity has significantly contributed to the industrial energy efficiency of the region,and the average size of the company has a significant negative impact on it.The degree of nationalization is significantly negatively correlated with the industrial energy efficiency of the two regions,but the degree of industrial energy efficiency is different for the Club 1 and Club 2 regions.Tobit analysis results further validate the results of dynamic analysis of industrial energy efficiency.Through the above analysis,China,especially the Club 2 region,should promote the diversification of the property structure of Chinese industrial enterprises,reduce the proportion of state-owned holding companies,introduce energy-saving technologies and processes,and improve the operational efficiency of Chinese industrial enterprises.At the same time,it is necessary to increase management training and learn from advanced energy management experience to improve the management level of industrial energy and pollution emissions.This paper has the following innovations:First,this paper constructs a MinDS model considering a variety of undesired outputs from the perspective of synergistic emission reduction,and calculates the industrial energy efficiency in China,so that the efficiency value of the measurement more realistically reflects the actual status of industrial production activities.Second,this paper considers the transformation heterogeneity of regional industrial energy efficiency,and uses log t test to study the evolution path of industrial energy efficiency in various areas,analyze its relative convergence,and endogenously identify the convergence club.On this basis,further analyze the industrial energy efficiency and its influencing factors in different regions,and put forward targeted suggestions for the improvement of industrial energy efficiency in China.
