With the rapid leap in the world the rapid development of information technology and communication terminal technology, especially in recent years the development of the economic globalization is accelerating, the intelligent mobile phone industry become increasingly fierce competition. Under the mobile phone hardware and software technology, mobile phone manufacturers have invested heavily in the development of new products. And the majority of new product development project has strong uncertainty, there are risk factors for complex product development project in the implementation process. The effects of many unpredictable risk factors, the new product development project management is often difficult to estimate and control the project development cycle, development costs and other project objectives, so that the project extended overrun, or even to fail.In this paper, for the characteristics of new product development projects, with qualitative analysis and quantitative analysis methods of risk management, with the help of Six Sigma design tools, the establishment of a qualitative and quantitative life-cycle management concept combining risk management system. First of all, the analysis method of structure decomposition of comprehensive qualitative structure risk factors using work breakdown, established risk factors for new product development project identification framework, find the key risk factors of the project. Later, this paper further optimization of risk analysis, by finding the critical path, with the help of the key risk factors for simulation processing simulation of Monte Carlo, thus risk targets and the probability distribution of the new product development project are.In the empirical research, this paper takes H company of a new mobile phone development project as an example, a comprehensive analysis of WBS-RBS on new product development project, that project schedule as the key risk factors. Based on this, further to find out the critical path of the project schedule process, applications using Six Sigma and Monte Carlo simulation tool to perform the simulation project cycle, to obtain the new product development project cycle characteristics and probability distribution, and find out the key influence activities of sensitivity of the project cycle, as the focus of risk control of the project.
