Cultural construction is a major part of the overall layout of socialist cause with Chinese characteristic. Strengthening the construction of public culture service system is the necessary demand for promoting development and prosperity of socialist culture as well as improving cultural soft power in our country; meanwhile it can meet people's increasing need for spiritual culture and better guarantee people's basic cultural rights and interests. Construction of public culture has already been clearly proposed in the 18 th CPC National Congress, the third plenary session of the 18 th central committee of the CPC as well as the issued ?tenth-five? state plan so as to push forward our socialist culture with big development and prosperity under the sound modern public culture service system. In the key period of accelerating the public cultural services to the grassroots promotion, researching status and problems of the current fiscal county public cultural service investment has very important practical significance of promoting the construction of county-level public cultural service system and meeting the spiritual and cultural needs of urban and rural residents.This paper takes a county-level units as an example, to further discuss the problem of financial input in cultural construction and the improvement suggestions from a more micro ideas. In recent years, city of Tongxiang, Zhejiang has accelerated its construction of public culture service system with certain representation in terms of distributions, economic foundations, construction of public culture service as well as financial investment at all levels as a county among the top 100 counties in east coast. In the first chapter, certain knowledge has been acquired regarding the definition, supply mode as well as financial investment mechanism of public culture service by relative research home and abroad, and research idea and methods are proposed on this basis so as to explore financial investment in cultural construction from microscopic angle by taking a county as example;In the second chapter, it studies the main body and relative theories of public culture service systematically from the concept definition of public culture service system which provides theoretical basis for the investment of public finance on public culture service. In the third chapter, by taking Tongxiang county as an example, it analyzes the status quo of public culture supply in this city and makes a sample survey on citizens' satisfaction towards public culture service supply. By analyzing the data of public culture investment by financial support from Tongxiang county in recent years, I find that Tongxiang county has an increasingly larger investment on public culture but there's still a big gap with the rigid growth need required by the ?tenth-five? plan; besides, Tongxiang county has higher pressure than central government in terms of its financial investment on public culture service. Thus bottlenecks and deficiencies of financial investment at county level are analyzed on this basis. Taking some developed countries as examples, the forth chapter analyzes their public culture investment mode as well as their reference significance for financial investment on public culture in our country. In the fifth chapter, reasons for problems in public culture service system; meanwhile policies and suggestions for an extensive and scientific financial investment mechanism are proposed according to my own working experience. I hope it can be helpful for promoting public culture service system in counties with sound and fast development.
