Study On The Cases In Standardized Rural Public Service Of Yibin County

Since Reform and Opening in 1980 s,China Urbanization resulting in the gap between the rural areas of village and the city widened.In order to improve the level of production and living environment of villages,more and more government aim at establishing public services in rural areas of village.Due to production factors,environmental development,population quality and village politics,public services in rural areas of village were established,however there are problems such as imbalance between supply and demand,the overall quality is not high,the development pattern is still extensive.More prominent problems in the rural public service is "top-heavy",all levels of fiscal investment proportion increased year by year,but public service timeliness is short and useless,a lot of service equipment wasted,and service mechanism is not sound,and so on and so forth.Since the 12 th Five-year,in order to promote the integration of urban and rural development in an all-round way and equal basic public services,and enhance the level of rural public service and social management,most areas of this country launched social management and public service standardization construction,to establish and improve the integration of urban and rural compulsory education,health,culture,the supply system and the system of social security and public facilities,and the rural public service operation maintenance standardization construction become a key factor.This paper makes a case study on the standardization construction of rural public service in Yibin county by using the theory of equalization of public services,village-level democratic participation and policy design,for the purpose of establishing in-depth analysis synergies effect of supply system in the standardization of Yibin county's rural public service,the effectiveness of “the discussion committee” and “the Supervision committee”,and comprehensive performance evaluation mechanism.It is concluded that insist on limited government,scientific top design and establishing scientific standardized content of adjust measures to local conditions,strengthening democratic participation.So as to provide the reference-for standardization theory and practice of this county rural public service under the condition of the same background.
