Energy as the basic power of sustainable development of dynamic economic and maintenance of national security is one of the important hot topics in the field of the international community. China's energy market has obvious contradiction between supply and demand, most demand depends on imported energy, and energy problem is a major challenge for the sustainable development of China's economy. Russian has rich energy resources storage, also the world's only supplier under the condition of securing its energy supplies while can still holding a large amount of energy export.This article start from the influencing factors, international energy cooperation patterns, related theory about division of labor and cooperation between countries analysis, doing research on qualitative analysis of cooperation between China and Russia, makes an empirical analysis of energy cooperation between China and Russia on the economic effect using Granger causality analysis, it is concluded that energy cooperation between China and Russia have important influence on China's national income, and the results of the study is different from general conclusion, that is,energy cooperation between China and Russia have both short-term and long-term effect on China's national income, and the effect is different, the result has an important guiding role to the making of policy. At last, we point out the policy of the energy cooperation between China and Russia.(1) China should ensure the energy cooperation with Russia going on smoothly, on the basis of which actively carries out strategic cooperation relationships with other energy region.(2) According to the national economic development situation, China should set up the long-term national energy trade policy, to avoid negative factors of economic development in the process of the energy cooperation.(3) In the energy cooperation between China and Russia,on the basis of maintaining political security, attaches great importance to the pursuit of economic effect.The innovation of this article is mainly manifested in the following respects, one is the innovation of research angle, previous studies most fix on the influence factors of energy cooperation between China and Russia, the reason of energy cooperation,the problems existing in the energy cooperation and other angles, this article is from the perspective of the economic effect of China-Russia energy cooperation, through the energy cooperation between China and Russia discuss the effect to the national economy. Second, the innovation of the research ideas and research methods, thearticle summarizes the general situation of the international energy cooperation in the macro background, introduced the relevant theoretical basis of energy cooperation,and based on this, we carried out the simple analysis of the general situation on energy cooperation between China and Russia, using the data, the empirical result of inspection ensures the accuracy of the results and the practical significance, summed up the predecessors' point of view and puts forward the unique research idea of this article. Third is innovation of the main point of view. Through the research of the article, the idea that energy cooperation between China and Russia has a clear causal relationship between national income, the increase of short-term energy cooperation between China and Russia will have positive effect on the growth of China's national income. The increase of the energy cooperation between China and Russia for a long time will have a negative effect on China's national income growth. This view is contrary to expectation; the general study does not separate the short-term and long-term effects of energy cooperation between China and Russia which only get energy cooperation between China and Russia one-sided short-term conclusion, which is not conducive to the correct policy recommendations' putting forward.
