The Research On The Environmental Economic Effects Of Chinese Government Green Procurement

Currently, the ecological situation is worsening, The financial input of Chinese government on environmental problems increases year by year. As a combination of management and economics of public resources consuming behavior, government procurement on the environment makes a great impact, which receives much concern from other countries. Government mainly resolves to redistribute legitimately public resources in public management, government procurement is an important part of the redistribution of resources, which is not only an important part of the financial resources, but also an important means to effectively guide the market economy. Our government green procurement of green products maintains the procurement of energy-saving, environmentally friendly products. Development of government green procurement will achieve a win-win result between public management and environmental protection. It can not only play a good role model in the market, promoting sustainable economic development, but also help to improve the ecological environment and environmental productivity, gradually establishing a green economy circulatory system.The thesis is divided into six chapters: The first chapter is an introduction, mainly to explain the background and research method. This chapter emphasizes the study of the environmental and economic effects of government green procurement is important, and to explore a new path to promote Chinese economic development in harmony with the environment. The second chapter defined the basic concepts, including the definition and characteristics of government green procurement system analysis and evaluation of environmental dimension of productivity. The third chapter is a description of the current situation of Chinese green procurement. From laws and regulations, to explore other aspects of practice and to illustrate the scale of development since the launch of green procurement in the depth and breadth of institutional mechanisms for procurement procurement achievements and problems. The fourth and fifth chapters analyze the environmental and economic effect brought by the government green procurement from the theoretical and empirical aspects. On this basis, the sixth chapter starts to make advise from improving the system of green procurement to make clear the details of green procurement. Government procurement advocated economic effect is the meaning of this article, which is the innovation of this paper at the same time. By studying the existing relevant information can be found on the government green procurement of current research focused on exploring other systems and management, analysis of their environmental effects are still insufficient.This paper argues that government green procurement is a practice of public management, also a kind of economic behavior for the operation of the market by saving energy consumption, reduce environmental pollution, effectively guiding the production and operation of the community, which generates economic effect, and conducts to the promotion of the development of new technologies, also help regulates the production of enterprises, more conducive to the public for the improvement of environmental quality and public needs. Considering the development status and the future development plan, our government green procurement also need to continue to explore the practice based on the current development status, to find out a way consistent with Chinese development.
