Research On The Mechanism And Effect Of Government Procurement Promoting Economy

With the sustainable development of the international economy,the international competition is becoming stronger and stronger.And this kind of competition is embodied in the level of a country's economic development.Nowadays,the level of economic development has become one of the important indicators to measure a country's comprehensive strength.Therefore,in order to improve the comprehensive strength of the country,countries will adopt various ways to promote economic growth,such as accelerating trade development,improving the ability of independent innovation,developing energy-saving and environmental protection products,optimizing economic structure,etc.From the national level,the government can also improve the economic effect by formulating fiscal policies to promote economic growth.The formulation and implementation of government fiscal policy is related to the direction of economic development and is one of the important tools to promote national economic development.Therefore,as one of the national fiscal policies,government procurement can not only play the role of fiscal policy,improve the level of economic development,but also promote the balanced development of elements of social market economy.However,as far as China is concerned,the government procurement policy started relatively late and began to carry out pilot research in some areas in 1995.So although it has been developed for more than 20 years,the function effect of government procurement is still not obvious,especially the economic effect of government procurement.Therefore,the innovative use of panel data model,based on the study of regional economic effects of government procurement,continues to subdivide,from the three industrial and industrial structures to explore the differences of economic effects,to provide empirical basis for policy makers and implementers of government procurement,and then put forward improvement measures.Government procurement,as one of many fiscal policies,originated in western countries and has a history of more than 200 years.Because of its economic and effective,promoting industrial structure optimization,independent innovation,technology research and development and other advantages,it has been praised by many countries at home and abroad.Based on the advantages of government procurement,the formulation and improvement of government procurement system,supervision and evaluation,policy innovation and its functional effects,especially the economic effects,have attracted wide attention of the state,organizations and individuals.Based on this,in order to deeply explore the completeness of the establishment of the Chinese government procurement system and the differences of the regional economic effects of government procurement,this paper makes an empirical analysis of the economic effects of Chinese government procurement from the perspective of government behavior.Firstly,the basic theories,economic effects and methods of government procurement are comprehensively reviewed,and the current situation and existing problems of government procurement policies in China and other regions are analyzed.Secondly,we select the indicators to measure the economic effect,and analyze them from the gross domestic product(GDP),three-industry added value(?-industry added value)and industry added value(IVA)levels.Then,the index system of the model is constructed,and the missing data are filled by time series ARMA model,and the rationality and accuracy of the data are verified.Then,the panel data model is used to select,test and analyze the models of economic effect,tertiary industry effect and industry effect respectively.On the basis of the regression results,the data of economic effect,tertiary industry effect and industry effect are analyzed from the vertical and horizontal levels,and the results are effectively divided from the perspective of government behavior.Analyze and explore the shortcomings.Finally,the paper summarizes the economic effects,three industrial effects and industrial effects of government procurement based on panel data,and puts forward suggestions and Countermeasures for government procurement from the perspective of government.Empirical analysis shows that government procurement has a pull effect on economy,three industries and industries,and this effect has significant differences.At the same time,the three effects also have significant differences in the east,West and central regions.From the point of view of government behavior,it is considered that government as the main body,the formulation and implementation of government procurement policy,the structure of government procurement,the intensity of government procurement,the scale and scope of government procurement,the supervision and evaluation of government procurement process,and the transparency of government procurement information are related to the economic effects of government procurement.Therefore,the government should formulate the government procurement policy according to the actual level of economic development and the environment.At the same time,it should actively find the difficulties and challenges encountered in the process of government procurement,timely adjust the relevant government policies,and strive to maximize the functional effect of government procurement policy.
