Especially at February 2014, Office of State Council forwarded the implementation advice of integration of inspection, testing and certification agencies, which is compiled by State Commission Office for Public Sector Reform, this document clearly put forward that it's necessary to break down the industry barriers, department monopoly, build the unified and open market of inspection, testing and certification and promote the market development of inspection, testing and certification industry. This opens the reform of inspection and testing agencies in China. Under this requirement of market development and the support of government, the quality detection agencies shall reform themselves and improve the market competitiveness in order to adapt to the high speed development of socialist market economy.Wire and cable detection is one of the key detection businesses of AY quality inspection center. This article studies the business process of wire and cable detection; first discuss the industry status of wire and cable detection and the existing detection business process of this center. Draw the business process diagram of wire and cable detection according to the industrial engineering theory to analyze the problems. After analysis, the following problems of business process of the whole industry are found: meticulous compartmentalization, over-handover, overlapping functions, iterative and redundant labors in detection, irrational equipment placement and lagging informatization. During the process optimization, optimize the business process by using "ECRS" principles, the main contents include:cancel the redundant parts, combine the iterative procedures, relocate the laboratory and instruments, and divide the employees and make the time of each position as consistent as possible. The general time of detection process of sample is shortened by 38%, greatly increase the business efficiency of wire and cable detection at AY center, so as to continuously improve customer satisfaction and enhance the market competitiveness.
