Study On The Development Strategy Of High-end Service Industry In Zhongshan District Of Dalian City

High-end service is an important indicator of the city’s development level, and is also an important means of promoting economic development. Zhongshan District is the central urban district with the longest history of Dalian City, and high-end service industry has been its leading industry. However, it is the key problem that its development level is not high and can not play the leading and radiation role as a central district. Under the pressure of economic slowdown of Northeast, the rapid economic development of the middle, the west and the coastal area in the east, Zhongshan District is based on the advanced traditional industries to develop high-service industry. On one hand, that adapts to the inevitable trend of economic development, on the other hand is an urgent need to optimize and upgrade the industrial structure.Under the background of the implementation of a series of major national, provincial and municipal strategies, through the targeted depth profiling of high-end service industry’s current situation in Zhongshan District, we realize the overall trend of Zhongshan District’s high-end service industry in the future, that is with the financial, shipping and logistics, trade and other traditional advanced industries as the basis, with the construction of the core agglomeration district of high-end service as the goal, for the purpose of industrial transformation and upgrading, gradually strengthen the development of industrial chain extension and integration between industries, promote information technology, cruise industry, cultural and creative and other emerging industries to flourish. Combined with important theoretical and practical basis, a more scientific judgment of the development of Zhongshan District is created. From five aspects of strategic positioning, basic principles, general idea, spatial layout, progress design, a feasible program which can guide Zhongshan District’s high-end service to a deeper development is designed. And four basic countermeasures of improving the industrial level, taking advantages of comparative advantages in order to enhance the level of information industry and strengthen environment construction are proposed. It is of great guiding significance for Zhongshan District to stand out in the fierce competition and maintain a sustained and healthy economic development.This paper is divided into four chapters. The first chapter introduces the background and significance of this study, and sums up the domestic and international theories of high-end service industry. It laid an important theoretical basis to the discussion of the development prospects of Zhongshan District’s high-end service industry in the next chapter. The second chapter is the SWOT analysis to the current situation of Zhongshan District’s high-end service industry, and makes use of relevant data to compare with other districts and industrial centers. It provides an important reality basis for the program design of next chapter. The third chapter is the program design of Zhongshan District’s high-end service industry, based on the theory and policy, combined with the successful experience of the typical areas. The fourth chapter is the strategy of Zhongshan District’s high-end service industry, based on SWOT analysis and program design.
