HT Petrochemical Company is affiliated with China National Petroleum Corporation. It is the only refinery in Inner Mongolia Autonomous Region. The crude oil which it processes is from the Changqing Oilfield, Erlian Oilfield and Mongolia. Its products supply demand of the central Inner Mongolia, northern Hebei Province and northern Shanxi market. In recent years, due to the refining capacity "Great Leap Forward" improved and oil market demand growth relative declined, the shortage of crude oil and the surplus of oil products has becoming a prominent issue in refineries.HT Petrochemical Company's 5,000,000 tons/year reconstruction project was put into production since October 2012. Constrained by low crude oil stocks and high product oil stocks, the processing volume of the whole oil refinery has been in the low-load operation state of 80% capacity or less.The oil storage and transportation systems of HT Petrochemical Company undertake crude oil entering into the refinery and product oil exporting, oil blending, storage and transportation of oil, feedstock supplying and other tasks. So based on logistics theory, storage and transportation theory, how to reasonably and effectively control the management process of oil storage and transportation systems, is one of the important tasks to resolve the low load problem of HT Petrochemical Company.In this paper, we emphasize on researching the problem in the management process of HT Petrochemical company oil storage and transportation systems. After introducing the existing management model of HT Petrochemical Company oil storage and transportation systems, we focus on the problem in crude oil entering into the refinery, and product oil exporting, oil blending, rail transportation and the adverse impact of them. Then we have a conclusion that the main reason of the problem is mismatch of the actual management and management mode, poor coordination, that reward and punishment mechanism is not perfect, the relative lack of operational capabilities of facilities and so on. Finally, to solve the problem above, we come up with improved strategy of system management:strengthening management, to make full use of the existing facilities; gradually forming a true system management mode of operation, to train initiative, reasonable, balanced principle, and improving the management system, improving the incentive mechanism, according to changes in the market, taking full advantage of fuel quality, creating and modifying technical measures.To improve the management level of oil storage and transportation systems is of great significance to the oil refining business survival and development. However, the use of the old forms of management to manage oil storage and transportation systems under new situation has become outmoded, there must be new ideas and theories to guide refinery oil storage and transportation systems management. These management methods applied to the storage and transport of oil refining enterprise systems management are effective.
