Research And Suggestion On The Policy Support Of The Official Export Credit Agencies For The Export Financial Lease

In recent years, China's foreign trade has encountered a bottleneck, the structure of export trade needs to be adjusted, and the development of export trade needs to be promoted. In the mean time, after thirty years' development, China's financial lease industry has already had the ability and conditions to participate in the international market, the export financial lease is just way of the financing lease to improve export trade. However, there are many obstacles in the development of export financial lease, and the policy support for the export financial lease is far from sufficient. Export financial lease helps to broaden the channels of export trade, helps to adjust the structure of export trade, and through the experience of the United States and Japan, policy support is an important means to promote the export financial lease. Nowadays, a good international financial leasing market order lays a solid foundation for the implementation of policy support for financial lease in China, and the advantages of products which are suitable for leasing continue to enhance, the leasing companies' capacity to carry out international leasing continues to enhance, and the capacity and capability of official export credit agencies which are the executive body of China official policy is also rising, these all provide the possibility of policy support for the development of the export financial lease.Official export credit agencies, as the important executive body of policy support, play an important role in supporting the export financial lease. Two official export credit agencies in China – the Eximbank of China and China Export&Credit Insurance Corporation provide policy support for export financial lease respectively from the credit support and insurance support. Although the two institutions have had some implementation, to give full play to the role of official export credit agencies is still far insufficient. Therefore, Taking the mechanism for supporting the export financial lease in the official export credit agencies into account, there are some suggestions for the two institutions: pay more attention to supporting export financial lease, reduce the cost of business, increase varieties of business, and the lease insurance funds can be used in the export financial lease in China Export&Credit Insurance Corporation, the eximbank of China can even fund a leasing company, and thus the two agencies will be able to jointly promote the export financial lease.
