Research Of Evolutionary Game Theory On Core Stakeholder's Cooperation Mechanism Of PPP

In order to meet the requirement of infrastructure and public service supply in our country,government began to promote the PPP mode in 2013.But PPP mode has many relevant stakeholder,and each stakeholder different between each other,pro and con their consideration,it is hard to form comfortable cooperation,so it leads to damage benefit of PPP model.It makes PPP have low signing rate,landing rate,and low success rate.So how to choose the core of the PPP stakeholder,we must base on the balance of interest of the stakeholder's behavior choice and realizing project benefit maximization of Cooperation mechanism is particularly important.Therefore,this article based on the core of the PPP stakeholders as the research object,and study the Cooperation mechanism to build a series of problems.First of all,according to the concept of PPP,we defined the current PPP mode in China which is the narrow PPP.Based on the stakeholder theory and the basic structure of the PPP mode,we tease out the PPP project stakeholders to their respective duties and mutual relations,based on the dimension attribute of stakeholder to define core stakeholder is government capital or social capital.And next,we based on interest demand and project duty of government and social capital to analyze those two's behavior choice and consequence in project.And then,we analyzed government and social capital's Cooperation mechanism by using Evolutionary game theory,we understood the cost of incentive and constrain,the extension benefit of cooperation of social capital,and default interest of opportunistic are major factors to effect Cooperation mechanism to become the Evolutionary game theory of PPP model.In the end,proposing evolutionary game related parameters change control's opinions and suggestions,leading core stakeholder to build a good Cooperation mechanism.This paper using evolutionary game to analyze the PPP project's core stakeholder's Cooperation mechanism,it is benefit to the core stakeholders,and then it maximizes the benefit of Cooperation mechanism,it also makes the promotion and application of the PPP mode.
