Study On The Development Of New Agricultural Business Entities Based On Food Security

Agriculture is the basic industry of a country, and the food is the fundamental for human beings to survive. The issue of food security have existed since human beings have existed, The famine phenomenon is very frequent during a long period. As a large country with a populaton of 1.3 billion, grain demand is much higher than that in other countries. Over the thirty years after reform and opening,thanks to the realization of the household contract responsibility system,food production have achieved such a breakthrough in the development, as the micro-management body, farmers show great vitality. But since the development of modern agriculture is accelerating, conflicts issuing from the small size of the household contract responsibility and the decentralization management stand out, the maladjustment of the mangerial mode of agriculture has become increasingly prominent, therefore, to adapt the relations of production to the development of productive forces, it's necessary for the new agricultural and rural development to promote the innovation of the agricultural management system and mechanism. After the acceleration of the division of labor in urban and rural industry, the agricultural population decline, agricultural main body of labor is the ageds and women, the phenomenon of idle land becomes more and more serious, "Who farm", "In which way should we manage the agriculture" have become the urgent major problems.With the development of economy and society, as "migrant workers", more andmore farmers tansfer to cities and towns, leading to the growing shortage of rural labor force, it seriously affectes the production and development of agriculture. In addition, due to the weak quality and low rate of return on investment in food production and soon, our country's situation of food security is not optimistic. Therefore, accelerating agricultural development, building a new agricultural management system, are the fundamental direction to innovate the main body of the grain planting.Based on this, in the background which the central authorities strongly advocate a new agricultural magagement entity, through the current status of China's agricultural development and the food security problems, the thesis learns from the related developmental experience home and abroad, comparing the production management characteristics of different agricultural magagement entity and the differences in terms of interest, as well as the characteristic differences of the agricultural policies and agricultural management entity in different countries. Then, it analyses the restraining factors of the foundation of a new agricatural management entity based on food security, and proposes the corresponding countermeasures and suggestions in order to provide theoretical and practical references to the study of the new agricatural management entity based on food security.This thesis is divided into seven parts, the main contents are as follows:The first part:introduction. It mainly introduces the significance of the choice of topic, the purpose of research, as well as the ideas and methods. Meanwhile, it makes a presentation and its brief comments on the existing domestic and foreign academic achievements related to food security and agricultural management entity.The second part:theories related. It clearly define the concept of food security and new agricultural management entity, and gives a brief presentation of the related theoretical knowledge about food self-sufficiency rate, agricultural management entity, and the new operating system.The third part:situation of the food security. It mainly introduces the food output of our country and the situation of the import and export of the food, as well as the changing trend and the security risk of the Foreign-trade Dependence of our country's food in the context of globalization.The fourth part:situation of agricultural management entity in China. It mainly introduces the evolution and situation of the rural basic management systems and the agricultural management entity, as well as the challenge which they face. In addition, it expounds the necessity of the foundation of the new management entity based on food security.The fifth part:comparison and analysis of the new agricultural management entity based on food security. It compares the characteristics and the differences in terms of interest of different new management entity in China. It also gives a brief presentation of the agricultural policies and the developmental characteristics of the United States, Japan, Korea and other countries, morevoer, it gives some enlightenment to us in view of the specific situation of China.The sixth part:restraining factors of the new agricultural management entity based on food security. Resoectively, it analyses the restraining factors of the new agricultural management entity from the different angles:output orientation and profit orientation, a large population with relatively little land in macro and a small population with relatively much land in micro, moderate scale management and agricutural land property right system. The last part:conclusions of the study and suggestions. In this part, the author summarizes the full text and makes some suggestions for the new agricultural management entity based on food security.
