With the implementation of the reform and opening policy,China’s market economy has developed rapidly, and the development of cities has provided a large number of non-agricultural employment opportunities for the rural labor force.Consequently, the peasant class has been differentiated, the proportion of part-time farmers and non-agricultural employment farmers has increased, and the welfare guarantee function of farmland has been continuously weakened. The downturn of grain market, the rise of operating costs, coupled with the adverse factors such as natural disasters in recent years, hit the enthusiasm of large grain farmers, affecting the stability of regional grain production.New types of agricultural operators are emerging, which play a more and more significant role in promoting the level of large-scale management. The development of farmland circulation and moderate scale management has become a trend. However,no matter how China’s market economy develops,we should not ignore the food security problem and let "our bowl" contain "our grain".In the face of the above development situation, this paper tries to answer:what are the factors that affect the scale management of farmers’ farmland? What are the differences in the resource endowment and the characteristics of rice farming between scale operators and ordinary farmers? Therefore, based on the theory of economies of scale, farmers’behavior theory and comparative advantage theory, this paper constructed Logistic regression model and marginal analysis for empirical research on the basis of 615 survey data of farmers in jiangxi province. The results show that:(1)Farmers’ endowment is an important factor affecting farmers’ farmland scale management:The age of household head has a significant negative influence on farmers’farmland scale management;Male farmers are more likely to carry out large-scale management of farmland. The more farmers’ occupation is inclined to "pure farming",the more likely they are to realize large-scale management of farmland. The annual household income has a significant positive effect on the scale management of farmers’ farmland.(2)Characteristics of rice farming management are important factors affecting farmers’ scale of farmland management:Land transfer rent will affect farmers’ scale of farmland management; In the future, the farmers who plan to expand their current operation scale are more likely to achieve scale operation.(3)Policy environment will have an impact on farmers’ scale of farmland management:Farmers’ satisfaction with the land confirmation and certification policy is positively correlated with the scale of farmland management, while farmers’ satisfaction with the agricultural subsidy policy is negatively correlated with the scale of farmland management.(4)The young level of peasant households is relatively low,and the overall educational level of peasant households is generally low.Compared with ordinary farmers, the scale operation households have higher education, higher proportion of pure farming and higher family annual income. In addition, the scale operators have a higher evaluation on the economic level of the village, the single rice yield and the transfer rent are also relatively high, the scale operators have more diversified transfer objects, the production technology difficulty and the natural risk are greater, and they are more inclined to continue to expand the operation scale.Based on the above conclusions, this paper draws the following policy Suggestions from the perspectives of optimizing the production and operation environment in rural areas and cultivating new agricultural operation entities:Improving the rural environment and attracting young people to start businesses in rural areas;Cultivate a good atmosphere of land circulation and promote the orderly circulation of land;Increase the intensity of agricultural subsidy policies to protect farmers’ enthusiasm for production;Strengthening agricultural technology training and improving the agricultural production and operation capacity of scale operators; We will promote the development of the agricultural insurance industry and reduce farmers’ production and operation risks.
