Policy Research To Promote The Development Of EMC In DALIAN

With the development of Chinese economy, energy demand continues to increase, energy saving and emission reduction receives increasing attention from all levels of government. All local government to strengthen energy saving and emission reduction, speed up the economic development in an important position.Dalian as the window of the country's northeast old industrial base, to promote low-carbon economic development plays an important role. As of May 13,2013, Dalian, Energy Management Contracting companies into the record from the first batch of Energy Management Company filed 4 to reach 31, the EMC development has made gratifying achievements. But behind the achievements, it also exposed many problems. Such as the policy system is not perfect, policymakers consider not comprehensive, high application threshold and less supportive and so on.Based on the promotion of the development of EMC in Dalian, This paper combine with the role of local government in promoting development of EMC, according to the actual circumstances of the energy-using enterprises in dalian and the special period of northeast old industrial base in northeast, EMC in dalian development present situation and the analysis of existing problems, and collect the current policy for promoting the development of EMC. According to the reality, from the financing guarantee policy, special funds, accounting policy three aspects to build up the policy system for promoting the development of EMC in dalian and create a good environment to support the development of EMC.
