Enterprise TJ, as a domestic small manufacturing company, it was restructured from the wholly state-owned enterprise to the state-holding one in 2003. Owing to lagged management system, the Enterprise TJ faces many problems during the daily business operation, so they are urgently seeking the enterprise reformation and management transition. In the course of this process, it is very important to build a systematic human resources planning to improve the current situation and provide the enough human resource to support this transition. Based on concept of strategic human source planning and planning measures, this dissertation firstly analyzes Enterprise TJ's human resource environment in respect of organization planning, manning planning and regulation establishment. Secondly, it uses the theory of SWOT to make the detailed analysis on the current condition of Enterprise TJ's human resources and point out the problems which are urgently required to solve. In addition, through the analysis of enterprise development strategy, it makes human resources strategy matched. Thirdly, from general point of view, this dissertation predicts Enterprise TJ's overall demand and requirement of each level for human resources in future 5 years on basis of Regression analysis and Markov model. According to the predicted data, it confirms the balance condition between supply and demand of human resources and the way of building the various talent reserve system. Simultaneously, it compiles the performance assessment, training and development, recruitment plan and optimizes the current enterprise's management system as per the real demand for human resources. Finally, this dissertation makes the analysis for the influence factors during the implement of strategic human resources planning to ensure the scheme can be executed smoothly.This dissertation aims to provide a reference solution for small enterprises which are building strategic human resources management according to the analysis of Enterprise TJ. The strategic human resources planning increase the small enterprise's confidence and promises the enterprise strategy can be smoothly executed from the point of view of human resources.
