Research On Offshore Oil Equipment Construction Project Total Quality Management System Construction

The offshore oil equipments is one of the most important in ocean development process, which is the comprehensive strength representation of state economy and technology. The offshore oil equipment construction project requires special majors, high risks and vast investments. The project multiple stage which including feasibility research, design, check of drawings, purchase, construction, pilot run and production, the major including hull, drilling, fitting-out, engine and electric, etc. The offshore oil equipment is the basis for offshore workers, once come up the quality problem, it will be serious safety accident refer to people’s life and property damage. Therefore, It is the focus of attention of domestic and overseas to study how to guarantee the high quality for offshore oil equipments construction project, and also it will be imperative to research a set of suitable quality control management system.In order to establish the total quality management system of the offshore oil equipment, at first, this thesis analyze the research current situation and problems of domestic and overseas, come up with the research thought and frame structure, choose the research method. Secondly, introduce the characters of offshore oil equipment construction project management, and meantime, analysis the defect and reasons of current situation of the project. Then, discuss how to establish the offshore oil equipment construction project quality control system of TQM, which including quality planning, quality assurance system, quality control procedure and improvement methods, and also give some suggestions to state how to assure the system running efficiently, which including organization, system, technology and incentive methods. After then, give case analysis of Hai Yang Shi You 281/282 platform construction project, which illustrate that through the TQM has gotten better effect, which including cost saving, safety enhance, schedule control and quality assurance. Finally, analyze the insufficient of this research and propose the research direction for the further study.
