Shandong Province is the third largest national sheep breeding province, following Xinjiang and Inner Mongolia. In 2014, the whole province's sheep population was 21,746,000.Mutton production was 360,000 tons, and sheep milk yield was 193,300 tons. They accounted for 7.17%, 8.41% and 16.30% respectively in terms of the national total production, which largely met the demand of human consumption for mutton, sheep milk and other products.Sheep industry has played an important role in promoting the comprehensive development of animal husbandry in Shandong Province, the change of rural production and management structure, promoting rural employment, increasing farmers' incomes and some other respects.Although Shandong Province is a big national sheep breeding province, but it is still not a strong one. There still exist a lot of problems, such as the spread of fine breeding, disease control, feeding management, production performance, breeding scale and breeding efficiency,etc. We must improve the breeding behaviors of the Sheep-raising Households or Farmsfrom the source. Therefore, based on the literature reviews, expert interviews, field researches, and according to the first-hand materials from the field researches, the integrated use of system analysis, statistical analysis and structural analysis, this article gives an empirical analysis of breeding behaviors of Sheep-raising Households or Farms in Shandong Province, focusing on five aspects: the descriptive analysis of the breeding behaviors of sheep farm(farmers), the measurement analysis of breeding enlarging scale willingness and affected factors, the structural analysis of breeding file creation behaviors and affected factors, the gaming analysis of standardized production and management behaviors, and the strategies and suggestions of breeding behavior optimization.The descriptive analysis of the production cognition and behaviors of Sheep-raising Households or Farms in Shandong Province is reality basis of this article. According to the questionnaire materials from 17 cities and 849 Sheep-raising Households or Farmsin Shandong Province, the article analyzes the present situation and existing problems of the production cognition and behaviors of Sheep-raising Households or Farmsin ShandongProvince with an emphasis on input procurement, disease prevention, large-scale farming,breeding file creation, animal welfare, organization situation and the standardization of production. The research results showed: Respondent Sheep-raising Households or Farms had a good understanding of the sources of breeding sheep and the role of disease transmission,and they also had a better breeding sheep introduction and procurement behavior. On the other hand, their consciousness of the safe use of veterinary drugs knowledge and rational use,disseminated disease, sheep ear tags and animal welfares or healthy breeding is weak. What's more, it is not standard in veterinary medicine(including vaccines) procurement and use behaviors, disease control, breeding archives creation and the improvement of animal welfares and some other aspects.The analysis of breeding enlarging scale behaviors and affected factors of Sheep-raising Households or Farms in Shandong Province is the first of the key contents of this thesis.According to the questionnaire data from 17 cities and 849 Sheep-raising Households or Farms in Shandong Province, this thesis has an empirical analysis of the affected factors of breeding enlarging scale behaviors of Sheep-raising Households or Farms by using the Logit discrete choice model. The result shows that six factors have a significant influence on the behaviors of the Sheep-raising Households or Farms to expand the breeding scale. That's to say, the education of policy makers, breeding scale, breeding type, degree of specialization,whether to join the sheep cooperatives and whether to join the industrial management organization.The analysis of the factors of breeding farming archives establishment behaviors of Sheep-raising Households or Farms in Shandong Province is the second of the key contents of this thesis. According to the questionnaire data from 17 cities and 849 Sheep-raising Households or Farms in Shandong Province, first, use the Logit model to confirm the influencing factors of breeding farming archives establishment behaviors of sheep farms(farmers), and then use the ISM interpretative structural model to explain the logical relations and the hierarchy structures among various influencing factors. The result shows that seven factors have a significant influence on the breeding farming archives establishment behaviors of sheep farms(farmers). That's to say, the education of policy makers, breeding scale,breeding age limit, degree of specialization, government support, whether to join the industrial management organization and the awareness of breeding archives, among which government support and the awareness of breeding archives are the direct factors on the surface layer, the degree of specialization and whether to join the industrial management organization are the mid-level indirect factors and the education of policy makers, breeding scale and breeding age limit are the root factors.The analysis of the evolution mechanism of standardized production and management behaviors of Sheep-raising Households or Farms is the third of the key contents of this thesis.This thesis also uses the double species game theory of the evolutionary game to analyze the decision-making processes and affected factors of the standardization of production and management behaviors between Sheep-raising Households or Farms and the government. The result shows that it has a positive effect on the evolutionary direction of the sheep farms(farmers) using standardized production and management decision-making behaviors by the excess returns of standardized production and management behaviors, the subsidy benefits,the incentive funds, the environmental loss without the use of the standardized production and management behaviors, the potential loss and the use of pre-rate risk and so on. On the other hand, the use of input costs of the standardized production and management behaviors and the risk incidences after the adoption of it have a negative effect on the evolutionary direction of the sheep farms(farmers) using standardized production and management decision-making behaviors.Improving and optimizing the production behaviors of the Sheep-raising Households or Farms is the foothold of this thesis. Based on the results and conclusions from the foregoing,this thesis puts forward the corresponding countermeasures and suggestions from three levels,the sheep farms(farmers) themselves, the sheep industry organizations(sheep cooperatives,sheep production and management organizations) and the government respectively. It is mainly about three points. First of all, Sheep-raising Households or Farms have to enhance learning some knowledge and change the existing breeding and management means. Secondly,the government needs to reinforce the publicity and supervision in order to ensure the safety of the sheep breeding and the provision of input procurement channels. Finally, the sheepindustry organizations ought to strengthen the organizational training, financial support and technical guidance of sheep farms(farmers).
