As the third largest province in sheep industry development in China,There are many sheep varieties and rich forage grass resources in Shandong Province.it is the largest sheep farm development area in the agricultural area. The sheep industry in this area gradually changes to scale. It is at a stage where small-scale farmers account for the majority, and large-scale farms or other new breeders are developing rapidly but unsteadily. As the key subjects for the development of mutton sheep, mutton sheep farmers are not only the main body of mutton sheep production and management, but also an important “bridge” linking the entire mutton sheep industry and downstream links. The research of its production and management behavior is a kind of feedback from the bottom up,it can help to find the crux of the current development of the sheep industry,to promote the structure of sheep industry by optimizing the behavior of the farmers. On the basis of reading a large amount of relevant literature, the study obtained first-hand questionnaire data in conjunction with field surveys, and used a general descriptive analysis to study the three aspects of the sheep farmers in production and management in Shandong Province. It includes production behavior, sales behavior, and horizontal cooperation behavior.First of all, from the analysis of production aquaculture selection, factor input, technology selection behavior, and sales channels and influencing factors, summarize the constraints of production and sales behavior of farmers. Then, the horizontal cooperation behavior of farmers was analyzed, and a binary Logistic model was constructed to explain the factors affecting the horizontal cooperation behavior of sheep farmers. It also came up with suggestions for optimizing the behavior of farmers. The main conclusions of this study are as follows:(1)The vast majority of the sheep farmers adopt half-stabling and stabling breeding methods. The overall scale of breeding is relatively small, and farmers' willingness to expand their scale is low. There are few farmers who borrow funds and it is difficult to borrow funds.Nearly one-third of the farmer households employ labor. The technical application level of the farmers is generally low,the enthusiasm of the farmers to participate in the breeding technology and management training is not enough, and the training quality evaluation is not high enough.(2)Farmers sell their products mostly through the more traditional way of selling to the bazaar and the acquisition of traffickers. The main factors influencing farmers' sales channels are: no other channels, reasonable prices, and guarantees for payment;the vast majority of farmers' sales prices are determined by agreement between buyers and sellers, and the sales income of sample farmers is not very high.(3)The main constraining factors in the production and sales behavior of mutton sheep farmers in Shandong Province include: low scale of farming, low level of technology application, less effective sales channels, and high sales transaction costs.(4)Farmers' willingness to participate in horizontal cooperation is low. Most of the channels involved in horizontal cooperation are introduced by relatives and friends, and publicized by government departments.Participating organizations generally provide basic services such as technical training guidance, unified epidemic prevention, unified sales, and unified procurement of forage materials. The major changes in farmers participating in the cooperation include more secure sales, more timely and effective disease prevention and control, higher aquaculture technology, expanded farming scale, and increased income.Analysis of the influencing factors of horizontal cooperation through the binary logistic model yields: Age has a significant negative effect on farmers' willingness to participate in horizontal cooperation. The degree of specialization of aquaculture, the scale of farming and whether it participates in technical training have a significant positive impact on farmers' willingness to participate in horizontal cooperation.(5)The countermeasures and suggestions for the optimization of the production and management behavior of mutton sheep farmers in Shandong Province are divided into farmers' own level and social and government levels. The main methods of farmers' own level are mainly specialized in moderate-scale farming, actively participating in aquaculture technology and management training, strengthening the awareness of cooperation, expanding sales channels, and fully exploring the additional income from the sheep. The main methods of social and government levels are to support farmers to standardize the scale of farming, strengthen the promotion and guidance of sheep-raising technology and management, guide farmers to actively carry out horizontal cooperation, and speed up the construction of the “Internet + the sheep industry” network system.
