Study On Farmers' Forestry Production Behaviors And Its Influences On Farmers Income After The Collective Forest Tenure Reform

Rural collective forestry is an important part of forestry in China.It has been an important role for China forestry development to develop the collective forestry.Although our country has experienced several times of collective forest rights reform after new China was founded,there were still some problems of unclear property rights of the collective forests.The farmer's capability has not been effectively implemented as a producer's main status managing the collective forestry and further affecting the enthusiasm of the development of forestry and restricting the development of collective forestry productivity.In order to liberating and developing the forestry productivity as well as increasing farmers' income,a new round of collective forest right system reform was carried out in 2008 which main target was "Identifying property rights,equaling to the home".After five years,the main task of the collective forest tenure reform was basically completed.Since then farmers,whose production behaviors have very important effects on protecting and cultivating of forest resources,developing collective forestry,constructing ecological civilization as well as improving farmer's income,become the main production of collective forest operators.Therefore,the paper studies on farmers,forestry behaviors and its influences on farmers income based on the collective forest tenure reform.The conclusion of the study will be more the practical significance to guide practice and set the relative policy.The paper,which bases on the collective forest tenure reform of Yan 'an city as the research background,uses questionnaire survey to collect research data,studies on farmers'forestry production behaviors and its influences on farmers income.Descriptive statistical analysis is carried out on the farmers forestry production behavior.It is also further analyzes the main forestry production behaviors that influencing the farmers incomedirectly and extensively by using the multivariate linear regression model.According to the empirical analysis,it finds the factors such as forestry production investment,managing economic forest,developing the economic activities under the forests canopy,cultivating seedlings and flowers,engaging the forestry science and technology popularization and so on.Those production behaviors have a significant positive direction affecting on farmers income.Also there are some significantly negative factors which influence on farmers income,such as forestry production labor input,providing the services for the other farmers' forestry production and so on.In order to improve farmers forestry production enthusiasm and increase farmer's income,the paper presents suggestion on solving the existed issues,such as improving the ability of the farmers,properly handling and improving the present implementation of forestry tenure reform,perfecting the forestry socialized service system,encouraging farmers to diversify the business operation and so on.
