A Study On The Rural Public Investment Satisfaction In Shandong Province

Agriculture is a short leg in the synchronous "four modernizations", and rural area is a short board in the completion of a comprehensive well-off society. Therefore, to coordinately push forward the "four overall" strategic layout, increasing financial investment in rural area is a must. The No.1 Document of the Central Government continuously focus on the issues of agriculture, farmer and rural area for thirteen years starting from 2004 and all levels of local governments continue to increase the intensity of supporting agriculture, so rural public investment has become an important component of the national public investment, leading to remarkable results in the development of modern agriculture, building of a new urban countryside, training of new vocational farmers and maintaining the harmony and stability in rural areas. In recent years, with the growing of rural public investment, many problems have become increasingly prominent, for instance, the benefit of capital is poor, the efficiency of investment is not high, repeated investment in the same field, serious extravagance and waste, so on and so forth. Thus, performance evaluation is imperative and satisfaction is a kind of effective method.First of all, a systematic induction is made in some basic problems of public investment satisfaction, using literature research method. Then this paper discusses the concept and characteristics of rural public investment, the definition, the significance, the methods and characteristics of the rural public investment, the character, the model, theory support of rural public investment satisfaction and the relationship between the degree of satisfaction and performance of rural public investment and so on.After that, the paper introduces the survey of public investment satisfaction in Shandong's rural areas in 2015, getting research sample and statistical basic data through the field survey in 17 cities of Shandong Province. Then the paper sets research indicators involving 14 fields, using Crete scale to make a quantitative study and made a descriptive analysis of both overall and individual field satisfaction index of rural public investment, finding that the overall satisfaction in 10 fields is at the level of “relatively satisfactory”, with the exception of 4 fields such as culture and entertainment, fire safety, agricultural technology, and books and materials.Using Pearson correlation analysis and factor analysis, this paper made an empirical research,calculating the correlation coefficient between individual field of public investment satisfaction and overall satisfaction and confirmed the sensitivity of the individual field of rural public investment satisfaction on overall satisfaction through factor analysis and Euclidean distance measurement analysis. Finally, on basis of comprehensive description analysis and results of empirical research, this paper makes a comparison with the research carried out in 2008 from the perspective of satisfaction and sensitivity. The conclusion is as follows: The satisfaction with investment in hardware facilities such as communications and water supply and the satisfaction with investment in some software fields such as social security and health care have improved greatly. However, due to the poor foundation and with the gradual increase of the levels of farmers' demands, satisfaction with investment in most software fields especially in agricultural technology, culture and entertainment, and environment is still low. Considering the insensitivity influence of individual field satisfaction on overall satisfaction, some suggestions are put forward, namely improve the investment in agricultural technology, culture and entertainment, and environment, thereby improve both the efficiency of rural investment and the farmer' s satisfaction with rural public investment.
